Also, in the treatment of the larger issues -- as in the paragraphs under "Another Option" redefining the DCI's role and authority -- I see no problem for the mission of National Estimates as it has existed and as the authors of "A Review" apparently have in mind for it to continue to exist. In fact, if the feature of your proposal which gives the DCI authority to determine priorities in collection and analysis is put into effect, we might get more effective participation from Community agencies in estimates work. I studied your proposed paper to the DCI last night and offer the following comments as you requested. 2. Even though I still believe some re- organization along the lines of my earlier paper will ultimately be needed, I understand that this may not be the right time and thus do not disagree with the tone of your review. Your paper does not, however, make any specific reference to one matter which I consider critical; namely, the future role of the Agency in technical collection. The OMB Option 2 would take us totall out of that business. I consider that most unwise. 3. While slight changes, such as making the stronger DCI the Chairman of the Executive Committee, would be advisable, I think we should hold the line on any move to get us out of the reconnaissance business. As justifications would cite the high degree of success we have enjoyed in those programs conducted by the Agency, and the fact that steps have already been taken to regulate and control these expenditures at the national level. I have a meeting scheduled with the Senate Armed Services Staff this morning and simply did not have time to work out a draft of my specific suggestions for your paper, but I would hope some reference to the foregoing subject might be included.
