I DDO) has just learned, and advised me, that Admiral Gayler is scheduled to see you on Wednesday morning, 2 May, and wants to tall-, with you privately about CINCPAC's intelligence needs and his allocation of resources. 2. As you may recall, at Admiral Gayler's request, I spent the week of 20-24 February in Honolulu reviewing these topics for him. With me (also invited by name) werel of NSA and of DIA. The three of us worked with Gayler's J-2 -- a bright, able Air Force Brigadier (on the list for Major General) named Jean Tighe -- to produce a talking paper, which we went over in detail with Gayler after it was completed. 3. For your background, a copy of that informal paper is attached. As you will see, it is basically an extended outline. a. Throughout our session, which was always amicable and (for me, at least) enerall informative, there was a basic running argument with of NSA which surfaces in the split noted on the paper's third page. iI kept insisting that how NSA collected COMINT (e . n . , what platforms, how many slights , circuits monitored, etc.) was no one else's business, others could and should only concern themselves with the adequacy of the finished product to their needs. Okept peddling the line that I should support his argument with regard to NSA's activities since my position on CIA's collection activities was logically identical. I disagreed. (1) NSA is a component of the Defense Department, CIA is not. (2) The DCI is the President's senior intelligence officer, the head of NSA is not. Ge ge A. One thing I learned from our discussions is that very few of the collection resources (e.g. , airplanes) operating in PACOM are actually controlled by CINCPAC. Most of the major collection platforms are flown, hence controlled, by SAC. d. Annex A to the attached was written (in Washington) by my associatel who cabled it out for my background use. My colleagues on the study group liked his survey so much that they incorporated it as an annex to our paper. 4. Despite the rather cryptic brevity of our format, most of the points we were making to Gayler should be reasonably clear. If you want any of them explained or elaborated in more detail, please let me know.
