Mr. Houston, Mr. Kirkpatrick and I noted that the Atomic Energy Commission is drafting legislation in an attempt to liberalize the provisions of the Atomic Energy Act on exchange of information. CIA participated in this matter when the present liberalization became law a couple of years ago, but it was felt that we would take no steps at this time unless specifically requested. 4. Mr. Houston, Mr. Kirkpatrick and I reviewed P.L. 164 of the 83rd Congress, which amends the Atomic Energy Act, to establish not to exceed 10 divisions, each to be headed by a director who shall be com- pensated at not more than $16, 000 per annum. Using this as a basis, I have recommended that we consider raising the salary of the Director and the Deputy Directors more in line with the importance of the Agency than the present compensations. Mr. John Adams, Department Counselor of the Department of the Army, has forwarded to us on a restricted basis a summation of his views of the situation at Fort Monmouth, presently being investigated by Senator McCarthy's Committee. Mr. Adams indicated that these 'X- views were, quite close to the articles presently appearing in the Wash- ington Post by Murrey Marder, that Army had not leaked any infor- mation to form the basis of this series and was not proposing at present to make a public statement. t~J~ < Esc ~. s ~` t.ce. Mr. Houston, Mr. Kirkpatrick and I reviewed the memor- 25X1A andum on proposed legislation, dated 2 November 1953, from Chief of Inspection and Review, requesting consideration of pos- si a modifications in the nature of an Official Secrets Act. We pointed out the previous history of attempts of this nature, and concluded that CIA should not take any initiative in matters of this kind, but could support any appropriate proposals that might be introduced with some chance of success.
