This is with reference to the Task Force under General Mark Clark
which you have established tostudy the organization and administration of the CIA.
I would like to insure that there is no misunderstanding as to the scope of
the inquiry to be conducted by General Clark. I believe this is vitally
important inasmuch as the CIA is responsible for espionage, counterespionage
and clandestine operations.
As I am sure you will agree, I do not feel that clandestine opera-
tions are a subject which should be broadly scrutinized outside of the
Executive Branch of the Government. On the other hand, it is obviously
within the scope of your jurisdiction to determine the appropriate
location within the Government for the conduct of such operations. Conse-
quently, I assume that one subject to which General Clark and his Task
Force will address themselves will be whether clandestine operations are
properly located under the Central Intelligence Agency.
It is also of vital importance that the clandestine operations them-
selves be reviewed to determine whether they have been properly conducted
and wisely conceived. To do this job I have established a small task force
under Lieutenant General James Doolittle. General Doolittle's group is
already at work, and the results of their inquiry can be made available to
General Clark's Task Force at the appropriate time.
I am sure that this arrangement will. meet with the approval of
yourself and General Clark.
