his absence, the aenuty State .Secretary, The autorioc of the State
Secretariat is, however, li:. tad by the following three factors:
(a) The atate Secretary must carry out his task within the framework
of general government directives established by the Minister-
President
(b) The .State Secretary is responsible to the Volkska?rmer,,
(c) The work of the State Secretariat is under the control of the
Coordination and Control Service for industry and Traffic
(Koordinierungs- and Kontroll..stelle fuer Industrie and ' ierkehr),
an agency attached to the !:.ast German Council of Xinister:3,.
This agency is authorized to issue instructions to the ;State
Secretary - which the liter is obliged to carry out

The official tasks assigned to the State Secretariat include:
(a) r rcr.7ot ing and puare.nteeinr the development of the industrial
branches under its authority according to the j'conomic Alan and
the Five-Year -Plan..
b) The essential enternri3es (Schewerpunktsbetriebe) of these industrial
branches are to be developed in view of comolete mechanization of the
production arocess; new industrial installations are to be built;
skilled workers, technicians, engineers and chemists are to be educated..
(c) Increase of work productivity, improvement of oroduction and decrease
of production costs,

Main Administrations and of the most i?nportant departments in the 3tate_
Secretariat, The members of the CCgn are appointed by the State Secretary
and must be confirmed by the Minister president, The Col.le ula.has advisory
functions. It must convene at least three times per nonth, The advisory
functions of the Collegium are concerned with the"fundamental questions of the
:practical direction of the central aoparatus," the direction of the Lain
