Intelligence Aetivittes of the United States Government

Yom will recall that to accordance with the Terms
foreacee (quoted in the Report) the Group was to present
its report to me by December 15, 1960, for consideration by
you and the other Principals and that action on the report
remains the individual responsibility of the Principals.
The Terms of Refersnce further provide that the
