Washington, P. C. The following suggestion is made in response to Mr. Eberstadt's request that additional written comments be submitted regarding the Central Intelligence Agency. The comments deal with the services of common concern which should be performed by the CIA. At the time allocations were made of production responsibilities for the various portions of the National Intelligence keys, some of those allocations were based on the dominant interests of the various agencies. Other allocations were predicated on a then-exist- ing capability coupled with the fact that a particular agency had been engaging in a certain production activity in the past. It is suggested, in the interest of efficiency and economy, that these allocations for the production of basic intelligence, other than those based on dominant interest, require re-examination in order to ascertain which of them may now or in the near future be accom- plished directly by the Central Intelligence Agency.
