SUBJECT: Scientific and Technical Intelligence Support
for Developers of Tactics and Doctrine
1. A recently completed study has demonstrated that scientific
and technical intelligence (S&TI) support to the research and development
(R&D) community can be improved by taking a more systematic approach to the
interface between the S&TI and R&D communities. Two of the key concepts
are: (a) to improve responsiveness by bringing the user into both the
requirements and evaluation processes, and; (b) to coordinate the S&TI
production program with the supported R&D program. In general, this can
be done without the reallocation of resources.
2_--__ It also appears -that--,,the- system which has been devised for S&TI
support to developers of weapons could be adapted to serve the developers
of military doctrine and tactics. To verify this and to discuss specific
techniques, especially program documentation and correlation, I would like
to have members of my study team confer with members of the Naval Field
Operational Intelligence Office (NFOIO) on the afternoon of 31 August 1978.
