SUBJECT: Soviet Options in Afghanistan
1. A meeting was held at 1400, 13 August, to discuss Soviet
options in Afghanistan. Present were the A/NIO/W, NIO/USSR-EE, NIO
and A/NIO/CF, and A/NIO/MESA. The meeting was in response to a memo
from Director, SWS, dated 10 August 1979, which recommended issuance
of an Alert Memorandum.
2. The consensus was that:
-- An Alert Memorandum is not justified at
this time; however,
-- Something in addition to and outside
routine current intelligence reporting is required,
week,
-- There is some urgency to reporting this
-- An annex to the PDB is the most appro-
priate vehicle,
-- The article should generally identify the
deteriorating situation in Afghanistan, discuss
possible Soviet responses, and identify indicators
which could support various options. The tone of
the piece would be speculative rather than pre-
dictive,
-- NIO/USSR-EE agreed to sponsor the article.
