Activities
1. During the past ;e r `lbere been a s anificant in-
crease in activities designed to enl:un.~e the capabilities of
the Joint Chiefs of Staff, Secretary of Defense and the Presi-
dent in the command, control and strategic dircct_cn of the
armed forces.
2. This increase(: act ivI' y has r:=`;':1 ted in large port from
decisions by the Join: Chit fs of St ; and the Jec;eLary of
Defense and numerous separ~' ac' ions by a,,encles outside the
Department of Defense, all or inich, are important individual
facets of an overall national military command and control
capability. r!hile these varied acticrc; ore presently being
monitored by separate Joint Chiefs of' Ctaft', 1a-partment of
Defense and other agencies, the overriding irp( rtance of the
requirement for the most e'frctive integrated omnand and con-
trol capability makes i'v ir-peretive thrt close coordination
between these inter-related activities be established and,
maintained.
3. As a measure to establish closer relationship among
these activities, a Command and Control Coordinating Committee
has been established. This committee is composed on an ad hoc
basis of authoritative representatives of the following agencies:
the Intelligence Operations, Plans and Policies and Communi-
cations-Electronics Directorates of tke Joint :staff; Joint

Director Strategic Target Planning; Joint. aar Games Control
