The Director, accompanied by Mr. Karamessines, and Mr. Warner, briefed the CIA Subcommittee of House Armed Services on 11 October 1966 for approximately one and one-half hours, beginning at 9 a. m. Present from the Subcommittee were: L. Mendel Rivers, Chairman F. Edward Hebert Melvin Price Charles E. Bennett William H. Bates William G. Bray John R. Blandford, Chief Counsel Philip W. Kelleher, Counsel There was a technical sweep of the room prior to the hearing and monitoring during the hearing. No transcript was taken. 2. Mr. Helms stated that Admiral Taylor is now aboard in the Agency and as soon as his commission is signed and he is sworn in he would urge the Admiral to be in touch with the Chairman. Mr. Karamessines briefed on the Soviet and ChiCom effort in Africa generally and Ghana particularly. He described 25X1 5. Mr. Hebert stated he wondered about the whereabout of Ben Bella. Mr. Helms said presumably he is still a prisoner in Algeria since it is unlikely that they would execute him, thus making him a martyr. Mr. Hebert then commented on the Today program of this morning. He said a woman author, Han Suyin, who wroteA Many Splendored Thing, discussed the China situation and the Red Guard activity. Mr. Hebert was most upset about the line she took and thought the Agency would be interested in looking at this. He also covered the material in the attached briefing entitled, "North Vietnam: Oil. " In response to a question as to how to prevent oil from moving into Haiphong, the Director said probably the only fully effective methods would be mining or blockade. 9. The Director utilized the attached briefing material covering the Soviet submarine force and Soviet underground testing. 10. Mr. Price asked about aircraft construction activity in the Soviet Union. It was explained this was covered in detail at the 3 October meeting, but Mr. Helms offered to cover this in a private session with Mr. Price, who indicated he would very much like to do this later in the week. 11. Some questions were raised concerning the Red Guards and Chinese leadership problems. Mr. Helms gave them a very general run down on this, pointing out that in any event there is no solace for the U. S. in the current situation since all of the leader- ship are hard-line Communists and anti-U. S. 12. At the close of the meeting Mr. Rivers made reference to the fact that he and Mr. Bates would very much like to be kept up to date during the recess. He indicated that while Mr. Blandford would be out of town for several weeks, Mr. Kelleher would be available and that he and Mr. Bates were always available by telephone or otherwise.
