Memorandum by the Secretar
Pursuant to a request by the Chief of Naval Intelligence,
the recommendations contained in the enclosed memorandum are
circulated herewith for consideration of the Intelligence
Advisory Board at its next meeting.

Subject: Minutes of 9th Meeting of the N.I.L.
1. The term 91stra.tegic and national policy intelligence"
has caused confusion because
(a)
It in effect joins two types of intelligence,
and
(b) The word "strategic" as used in the combined
term was not intended to convey the same mean-
ing which usage in the services intended it
should convey v hen employed alone in connection
with military intelligence.
2. It is believed that the definition as written in sub-
ject paper applies more appropriately to "national policy in-
telligence" or merely "national intelligence."
3. It is recommended that consideration be given to
amending this definition by striking out the first two words
"strategic arid" or by striking out the first, second and
fourth words "strategic and - policy," and by changing the
last sentence to read as follows:
"It is in that political-economic-military apea
in scope, including such strategic data as is
necessary, of common concern to more than one
agency, must be ob ctive, and transcend the
exclusive competence and responsibility of any
one department, exceztTsuch operational intelli-
gence as may be required by the armed services."
4. It is recommended that this matter be referred to ICAPS
for study and placed on the agenda for. discussion at the next
meeting of the Intelligence Advisory Board.
