Conditions Required by the Director of the Central Intelligence Agency.
The following conditions are believed to be necessary to ena!:--le
the Director of the proposed Central Intelligence Agency to operate
effectively:
a. The Intelligence Advisory Board must be purely advisory
and the members thereof should not be capable of imposing their
will upon the Director except through their respective members
of the National Intelligence Authority. The interests of the
various departments and agencies should be represented by
authoritative personnel on the staff of CIA.
b. The Director should have complete operating and adminis-
tratiDcpotrol over the personnel of CIA, including the right to
reject individuals offered to"him by the departments or agencies*
co The Director should have access, not only to all
necessary departmental intelligence, but also to all information
about the policies, action *capabilities and intentions of the
United States with respect to other nations which he requires
to produce accurate,, timely and relevant intelligence and to
conduct his operations effoptively.
d. The CIA will be the sole source of intelligence for
all interdepartmental activities, including the State-filar-Navy
Coordinating Committee and the Joint Chiefs of Staff. No
other interdepartmental intelligence agencies will exist or be
created.

1. Analysis of the functions assigned to the Director of the Central
Intelligence Group in the President's directive of 22 January reveals that
four major separate and distinct types of intelligence activities are re-
quired.. namely:

State, War and Navy Dspaxtments are continually scrutinized in order too-
(1) Insure that the over-all intelligence mission in support of
the national security is fulfilled.
(2) Duplication of effort among producing agencies is reduced to

a. Conducts continuing review of existing intelligence activities
within the State,, liar and Navy Departments in order tos
(1) Determine the adequacy of the collective intelligence effort
in sport of the national intelligence mission.
(2) Determine the extent of duplication of effort within the
respective agencies.
(3) Ascertain and plan for the common performance of such int.lli-
genre services as can be more efficiently accomplished centarally.
(l,) Assist the individual agencies in the fulfillment of their
separate intelligence missions,
b. Delineates intelligence responsibilities of the State, War and
Navy Departments and the Central Intelligence Group and recommends appropriate
intelligence plans,, programs and policies designed to insure fulfill zt of
the over-all national intelligence mission.

d. Farrnulates directives for the implementation of the above.
a. Publication, as soon as practicable,, of a daily TOP SZORET sumtmrary
of the most significant intelligence and operational information related to
the national security and to foreign policy, for the use of the Preasidaent,
additional dissemination to be limited to the list in Appendix "B".
b. Publication of a weekly TOP SECRET summary of the same nature as
the foregoing and for the same distribution,

or on its own initiative in consideration of the developing situation,
