object to including them in the revision, although I do not think they are p
actually necessary.

forth the Procedures for accomplishing coordination of greed

only an implicit authority in the legislation sett~_. uU the organiza-
tion and on the subs. quent KSCIDs and that nowhere was such author .ty
explicitly set forth. 111lile it is true that such authority has not
been directly challenged, it would be hazardous to assert ti-at such
a challenge will never be made. In any event, the discussion w th
General Cabell and General Truscott resulted in the dec._sion, after
we considered several alternatives, that the words "which shall be
coordinated by the Director of Central Intelligence" be added to the
last line of paragraph 1 of the current draft.
2. On reconsideration, such wording would cover paragra,nh
but would leave paragraph 2 (dealing with counterintelligence)
uncovered. The insertion of similar wording in par:-agra_,h 2 would
be desirable if it could be added in proper context. The organization
of the paragraph is such that the same word-in',; world not pit
smoothly into the paraf_raph.
3. It is sug.ested, therefore, that considers td on be given to
adding to the draft a new paragraph (which would. he rara`ra?.)h number
3, and would call for renumbering; the current craft's ara,rahs 3,
etc.) which would red as follows : "The, Director o_ ?.lentra1.
Intelligence shall coordinate t- e Agreed Act tics see crieed in
the -paragra hs 1 and 2 above". This is really no :,core than the
statement of the responsibilities which DCID 5/1 ~].e dents.
