SUBJECT: NSC.ID's #1 and #5
1. Now that #1 has been revised to put the responsibility for implementa-
tion of NSCID's and DCID's into command channels; in the new wording the NSC,
in effect, tells the Sec. Def. and others that "Such directives, when
applicable, will be implemented within the departments and agencies of the
government", 'we do not have to worry so much about a speci-:.ic wording on the
subject of "coordination" in NSCID #5.
