MEMORANDUM FOR: DEPUTY DIRECTOR (COORDINATION)
SUBJECT : Revision of NSCID #5
1. All interested parties have had our initial draft long enough
to be prepared for at least a preliminary meeting on the subject next
week.
2. Because the major issues involved are of direct concern to
only the Agency and the Military Services rather than the Intelligence
Community as a whole, I would recommend the use of a phased procedure:

approaches, and areas of complete disagreement would be presented
to the IAC for their consideration. If at this point there are major
unresolved issues, I would recommend that your office submit to the
IAC its version of a paper which in your view would represent the
best resolution of the problems in the light of the Intelligence
Community interests as a whole.
Phase 1: Meeting of those Agency and Military representatives
who normally handle Agreed Activity problems on a day to day basis;
this group to identify the major areas of disagreement and attempt
to solve them but with a deadline of two weeks, during which time
the group can meet as often as they desire.
Phase 2: Meeting of representatives of all IAC agencies
at which time the Agencies not participating in Phase 1, State,
FBI, AEC and Joint Staff, would be briefed on the major
unresolved issues, if any, and requested to give their views
on the paper in general and on any portions which are of direct
concern to them; this group would then make one more effort at
resolution of the problems.

myself acting in your behalf, if you do not wish to attend all phases.
