Approved For Release 2003/05/27 : CIA-RDP85S00362R000600170011-5 15 October 1957 MEMORANDUM FOR: Deputy Director (Coordination) ATTENTION SUBJECT : NSCID 5 Definition of Counterintelligence 1. Reference is made to the meeting of the Working Group for NSCID 5 on 14 October 1957, at which the Service representatives professed to be unable to grasp the basis of the objection by the CI Staff to the exclusion of counterespionage from the list of in- imical foreign intelligence activities against which U.S. counter- intelligence provides a defense. 2. It is felt that the objections of the services would be met, and the CI Staff position would be clarified, by the adoption of the following wording: nb. Counterintelligence is defined as that intelligence activity, with its resultant product, which is devoted to destroying the effectiveness of inimical foreign intelligence activities and which is undertaken to protect the security of the nation, and its personnel, information, and installations abroad, against espionage, counterintelligence, sabotage, and subversion.... 11 3. Colonel Dalton's original argument was that we should either omit counterespionage at this point or include countersabotage and countersubversion as well. Since the military have repeatedly affirmed that counterintelligence includes counterespionage as well as counter- sabotage, and countersubversion, this shift meets Army's objection. At the same time it preserves our principle that counterintelligence is not solely defensive but constitutes (like espionage, subversion, and sabotage) a threat to the national security when directed against us. 4.
