ESPIONAGE, COUNTi-INTELLIGENCE AND RELATED'OPERATIOO'! S
Pursuiant to the provisions of Section 102 (d) of She National Security
Act of 1947, as amended, and with specific reference to sub-paragraphs
(4) and (5) thereof, the National Security Council hereby auttorizes and
directs that :
1. The basic purpose of this directive is to promote the effective
use of all capabilities for the carrying out the operations and actions
defined herein that may be currently or potentially available and useful
to the U.S. Government.
2. This directive shall apply solely to operations and actions performed
outside the continental limitsJf the United States and its possessions.
3. For the purposes of this directive the following definitions
shall apply:
a. CL'NDE-)TINE - any operation conducted by means designed to
conceal thetrue nature of the activity, the identifications of persons,
equipment or facilities with the activity, and the idettification of any of
these with the United States or any other nation with whom it may be
associated in the conduct of the operation involved..
b. ESPIONAGE is the clandestine procurement of infonnation.

c. COUNTER-It\iTELLIG :NCE is any action taken for the Purpose of
(a) protecting the United States against such clandestine efforts as
espionage, subversion, or sabotage by foreign powers and dissident groups
threatening; the national security, or (b) acq.iring information about the
personnel, organization, facilities, or plans of persons or groups engaged
in or suspected of such clandestine efforts.
d. COUNTER-ESPIONAGE, COL NTM -S,~ACTAGE, and COUNTER-SL BV SION are
among those phases of counter-intelligence wherein the objectives desired
are sought through the peri3ormance of -pl an est ne operations.
e. CL_4N.)ESTINE SERVICE LIAISON is a related clandestine operation and
applies to any liaison relationship between a member agency of the U.S.
Intelligence Community and an intelligence or related service of a friendly
foreign power and which is concerned with clandestine operations.
f. The U.S. INTELLIGH3VCE COM UNITY comprises those Departnents and
Agencies having rep .-sentation on the Intelligence Advisory Committee and
described herein as "member agencies" of such community.
g. NATIONAL - this term when applied to the operatioriU and acti ns
defined herein, further defines those which the National Security Couhcil
has determined can be more efficiently accomplished centrally and are therefor
as a service of com-,.;.on concern;
performed by the Central Intelligence Agency/for the benefit of the other
member agencies of the U.S. Intelligence Com: unity or for such other purposes
as the National Security Couhcil may direct.
h. DEPARTMi:E NTAL - this term when applied to the operations and
actions defined herein, further defines those which are performed by any

3. The Central Intelligence Agency shall perform all National espionage
operations for the collection of foreign intelligence information required to
meet the needs of the National Security Council and all Departments and
Agencies concerned in connection with the nriondl -security.
4. The Central Intelligence Agency shall perform all phases of
National counterintelligence operations and shall be responsible for
maintaining a central file of foreign counter-intelligence information as a
service of com icon concern to the U.S. Intelligence Community. The other
member agencies of the intelligence community shall contribute to thism
central file, on a continuing basis, ail pertinent information collected
by them.
5. Member agencies of the U.S. Intelligence Community, other than the
Central Intelligence Agency, may conduct such Departmental espionage
operations as they maydeem essential to the execution of their assigned
eases of
missions, such Departmental counter-intelligence as they may deem necessary
for the security of their personnel, classified information, equipment or
installations, and such Departmental clandestine service liaison relationships
as they may require to support their clandestine operations.
6. Comprehensive coordination of all clandestine operaticns authorized
by this directive can be moVt efficie1.tly accomplished centrally; therefob,
it shall be the duty of the Director of Central Intelligence to coordinate &i1

such operations in A14 area of the world outside the continental limits of
the United States and its possessions other than active theaters of war where
U.S. forces are engaged, and to ensure their coordination with those

enunciated by the National Security Council. The procedures necessary to
ensure the coordination desired will beim established by the Director of
Central Intelligence, in consultation with the Intelligence Advisory
through
Committee, and promulgated b the issuance of Director of Central Intell igence
Directives as prescribed in jational Security Council Intelligence D_.rective
7. In all foreign areas other than active theaters of war where u., .
forces are engaged, the designated representatives of the !irt.c?.or of
Central Intelligence are responsible for keeping the senior U.S. Representative
appropriately advised of all clandestine operations, authorized by this
directive, being conducted in or from the area, and will, in any foreign area
where large U.S. military commands are stationed, keep the senior U.S.
Military Commanders i-ifor_med of those clandestine operations performed by
the Central Intelligent Agency in or from such areas in direct support of
such commanders.
8. In active theaters of war where U.S. forces are engaged, all Central
Intelligence Agency personnel, American or foreign, located therein and
engaged in the conduct or support of National espionage, counter-intelligence,
and related operations will be included in a CIA Force and, through the CIA
Commander thereof, will provide espionage and counter-espionage support to
military operations in accordance with the requirements of the U.S. Theater
,,'ommander or the Joint Chiefs of Staff. All exceuticnal National espionage and
counter-intelligence operations which are conducted by the Cer_~ral Intelligence
agency in, from, or through a military the: ter will be coordir:ated by the
Director of Central Intelligence with the Joint Chiefs of Staff.

9. With the exception of "ational Security Council Directive NO. 1, all
other Council directive. or implementing supplements shall be construed to be
non-applicable to the clandestine operations defined herein.
EXCEPTIONAL OPERATIONS - this term wh en applied to the operations and
actions defineierein, further defines those which are performed by the
Central Intelligence Agency in support of national intelligence requirements.
