Dear Admiral Turner:
The Subcommittee on Intelligence and Military Application of
Nuclear Energy of the House Armed Services Committee is holding a
hearing at 10:00 a.m., March 15, 1978, to receive testimony on the
status of current Comprehensive Test Ban negotiations with the
Soviet Union. The Subcommittee Members are particularly interested
in the. possibility and implications of asymmetrical effects of a
"complete" testing ban on the nuclear arsenals of both nations.

We would be interested in having your agency present the
intelligence community estimates on current and future Soviet weapons
systems and the effect a Comprehensive Test Ban might have on
fielding those future systems. Information on the possibility of a
Soviet clandestine test program would be valuable.
