made as to whether establishing of NIOs and/or restructuring the
USIB committees as proposed by PRG would require any changes in
the NSCIDs.

after issuance of the President's memorandum of 5 November 1971,
on "Organization and Management of the U.S. Foreign Intelligence
Community." Each of the eight NSCIDs now bears an effective date
of 17 February 1972.
4. Attached for your information is a "Digest of Responsibil^ties
and Duties," dated 17 March 1972, which was derived from the revised
NSCIDs. I have paper-clipped the four places at which reference is
made to matters affecting USIB committees.
5. These references apply only to NSCID No. 1, "Basic Duties and
Responsibilities," in which the DCI is authorized to establish USIB
subordinate committees and working groups as appropriate, and to '"_'
NSCID No. 3, "Coordination of Intelligence Production," which refers
to JAEIC and to the NIS program.

7. I recommend that no action be taken to include reference
to the NIO system in the NSCIDs, since the DCI responsibilities
given him in the NSCIDs are sufficiently broad to authorize him
to establish such a system. Actions to change NSCID No. 3 re
