of item four to read: It. . . this agreement will be maintained on a
continuous,. 24-hour basis."
2. Resolution on Departure of Mr. Armstrong
(IAC-M-287, item 11)
Pursuant to action taken at the Intelligence Advisory Committee
meeting on 30 April 1957, which was the last meeting attended by Mr.
Armstrong as a member of the IAC, the Committee considered and
approved the following resolution:
Mr. W. Park Armstrong, Jr., Special Assistant
for Intelligence, Department of State, has participated as
a member of the Intelligence Advisory Committee since
its inception, a period longer than any other member of
that Committee. His experience, wisdom and patience
have greatly assisted in bringing the work of the Committee
to its present level of effectiveness. He has made a notable
contribution to the production of National Intelligence and
has been an effective exponent of the intelligence community
concept, consistently seeking to develop the degree of mutual
trust and cooperation between the members of that community.
Accordingly, the members of the Intelligence Advisory
Committee do hereby resolve formally to express their
appreciation to Mr. Armstrong for his long service and
valuable contributions to the work of the Committee and to
the production of intelligence essential to the National
Security.

5. Report of Ad Hoc Prisoners
Information Support Committee
(IAC-D-101/4, 23 April)
Major Neumann discussed this matter generally with the
members, noting particularly that this ad hoc committee had furnished
a needed stimulant to activity in this field, and that the committee
members now believed it could be dissolved. In the course of the dis-
cussion, reference was also made to the nature of the guidance provided
by the committee, the numbers and possible location of remaining
prisoners, and the need for continued efforts by the responsible agencies
to collect such information. Following their exchange of views, the
members approved the conclusions and recommendations of this report,
including the recommendation that this ad hoc committee be dissolved.
6. Priority National Intelligence
Objectives in the Field of
International Communism
(IAC-D-50/11, 18 April)
After Mr. Evans outlined the nature and purpose of these pro-
posed objectives, Mr. Kent noted the desirability of ensuring that any
subsidiary priority objectives, such as these, conform to the basic
Priority National Intelligence Objectives (PNIO's). Mr. Kent then
recommended, and the members concurred, that the Board of National
Estimates, who had drafted the PNIO's, should review these objectives
to ascertain whether they were consistent with the PNIO's, coordinating
as appropriate with the IAC representatives, and later re-submitting
them to the IAC. The members also agreed that the priority scientific
and technical objectives previously approved by the IAC, and the
priority economic objectives now being reconsidered by the EIC,
should be reviewed under a similar procedure, and that these three
sets of priority objectives, with any proposed revisions, should then
be submitted together for reconsideration by the IAC.

8. Communication from
Executive Secretary, NSC
The Chairman referred to a recent communication. from the
Executive Secretary, NSC, which had been circulated to the IAC
members, relative to a proposed national policy on counter intelligence
and the establishment of a committee to implement such a policy.
After General Schow and General Collins commented on the background
of this matter, the Chairman indicated that he desired guidance from
the members and might raise this matter again for discussion by the IAC.
