SUBJECT: History Program
DATE: 30 Jan 1974
Walt Elder has informed me that the CIA
History Staff will be terminating its
responsibility for, and involvement in, the
component history program no later than
30 June 1974.
Attached, FYI9 is a copy of the summary
I am providing him concerning the current
status of DDI component histories still in
work. Barring unanticipated complications,
it appears that all remaining research,
drafting, and review approval can be completed by
30 June, although final clean-copy typing for
"publication" (a History Staff euphemism for
completion of two or three attractively covered
file copies) is likely to extend into FY 1975
in a few cases. This last-mentioned step is
done in the DDI component concerned and does
not directly involve the History Staff.
I have communicated this to the responsible
Historical Officers in each of the components
involved, but it might be a good idea for you
to mention it at Exec Council as well, just
to -'be certain that such bus People le as Ed
Dick Lehman, and busy ,
yourself are informed and can
judge what priority you want to give to your
own roles in the review/approval process.

MEMORANDUM FOR: Mr. Walter Elder
Chief, CIA History Staff
SUBJECT Component Histories in the Directorate
of Intelligence
REFERENCE : Your Memorandum of 24 January 1974
1. Following is a summary of the status of work on component
histories currently underway in the Directorate of Intelligence:
FBIS
The history of the Foreign Documents Division is in
final typing for publication. Estimated completion date
is 1 March 1974.
A draft of the history of CRS was submitted to the
History Staff for review in May 1973. To date the draft
has not been returned to CRS, and further action will await
completion of the review by History Staff.
OBGI
This Office is tentatively considering some further
work on the overview history of the Cartography Division
and on the monograph on Automation in Cartography. The
results would be intended primarily for internal OBGI
purposes, however, and would not require review and
"polishing" support from the History Staff since "finished"
publication is not contemplated. Copies could, of course,
be made available to the Staff for retention as HS/HC
documents.

a) The major narrative history of OCI is in final
typing for publication. Three volumes of the six-
volume work have been typed, and typing is now under-
way on the fourth volume. The entire task should be
completed by May 1974.
b) The historical monograph on OCI Support for the
White House has been completed in draft form and has
been submitted to D/OCI for review of the draft. Fol-
lowing his approval it will be submitted to History
Staff for review for publication. Assuming no unantici-
pated delays, completion by 30 June 1974 appears feasible.
a) Volume II of David Coffin's three-volume history
of economic intelligence research in ORR and OER is now
ready for final typing. Completion by the end of April
is estimated. A draft of Volume III was submitted on
28 January 1974 for review by the History Staff. Assuming
no unanticipated delays, Volume III should be completed
by 30 June 1974.
b) The history of the Economic Intelligence Committee
should be completed in draft form and ready for History
Staff review by early March. This should permit completion
of the review process before the end of June 1974, although
final typing for publication may extend into FY 1975.
c) OER is reactivating its revision of the earlier
unsatisfactory draft history of CIA Support for the
Economic Defense Program, and expects to have a revised
draft ready for History Staff review by the end of April
1974. This should permit completion of the review process
before the end of June 1974, although final typing for
publication may extend into FY 1975.
The draft history of Development of Strategic Research
at CIA has been revised by OSR following review by the
History Staff. 'The revised draft is now being reviewed
by the DDI, who was personally much involved in the events
recorded. Following his approval it will be ready for
final typing. Completion by the end of June 1974 appears
feasible.

O/DDI
A draft history of the O/DDI covering the period
through the tenure of DDI Ray Cline has been completed
and submitted to the ADDI for review. Following his
approval it will be forwarded for History Staff review.
In the meantime, work is proceeding on drafting the
final chapter, which covers the tenure of DDI R. J. Smith.
It should be feasible to complete the review process for
the entire history by the end of June 1974, but final
typing for publication will almost certainly extend well
into FY 1975.
2. I shall be pleased to discuss these items further at your
convenience.
