RES. 227 IN THE SENATE OF THE UNITED STATES OCTOBER 19 (legislative day, OCTOBER 1), 1951 Mr. KNOWLAAND (for himself, Mr. NIXON, Mr. BREwsTER., Mr. BRIDGES, Mr. CARLSON, Mr. HENDRICKSON, Mr. IVES, Mr. MONRONEY, Mr. O'CONOR, Mr. SMATHERS, Mr. WILEY, and Mr. BENNETT) submitted the following reso- lution; which was referred to the Committee on the Judiciary RESOLUTION Whereas a large number of refugees from Russia and other countries behind. the iron curtain have escaped to Western Europe, anxious to free themselves from Soviet tyranny and constituting a potentiality of valuable citizenry in the free world; and Whereas escapees from Czechoslovakia presently have been placed at Nuremberg, under the Western German economy which is not adequately equipped to care for these escapees indefinitely; and Whereas the Czechoslovak escapees from the so-called "Free- dom Train", are illustrative of the trust imposed in us and other free peoples by millions still under totalitarian rule; and Whereas several slave laborers recently escaped from Czech Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 uranim mines, after rebelling against Soviet atom produc- tion, and after learning of opportunities in free Europe; and Whereas a genuine interest in the lives and future welfare of these unfortunate fellow members of the human race has been manifested by the great majority of the citizens of this Republic; and Whereas free peoples should encourage and promote the preser- vation and enjoyment of the God-given rights of man to live in freedom from tyranny of the body and spirit, as opposed to those forces which would enslave and suppress those rights; and Whereas many underpopulated areas of the world which either are benefiting or may benefit in the future from the point 4 program, would benefit from immigration: Now, therefore, be it 1 Resolved, That (a) there is hereby established a special 2 committee to be known as the_ Special Committee to Co- 3 ordinate Refugee Relief (hereinafter referred to as the 4 "committee") , to be composed of thirteen Members of the 5 Senate to be appointed by the President of the Senate one 6 of whom he shall designate as chairman. Any vacancy 7 occurring in the membership of the Committee shall be 8 filled in the manner in which the original appointment was 9 made. The committee is authorized and directed to conduct 10 a thorough and complete study, survey and investigation of 11 ways and means to assist worthy refugees from European Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 3 1 Communist countries; to make recommendations for the 2 coordination (1) of the activities of the various agencies of 3 the Government having responsibilities with respect to the 4_ care, rehabilitation and immigration of such refugees, (2.) 5 of the activities of those agencies of the Government having 6 responsibilities with respect to the enlisting and integrating 7 of such refugees in or with the forces of the democratic 8 nations in the cold war, and (3) of the activities of all agencies of the Government exercising any responsibilities 10 with respect to such refugees, within their respective spheres 11 and with each other; and to obtain. and -report all facts in 12 relation to the foregoing which would assist the Congress in 13 enacting remedial legislation as required, and be of public 14 interest. 15 (b) The committee shall report to the Senate from 16 time to time the results of its study, survey and investigation, 17 together with such recommendations as it deems advisable. 18 (c) For the purposes of this resolution the committee, 19 or any duly authorized subcommittee thereof, Is authorized 20 to hold hearings ; to sit and act at such times and places' dur- 21 ing the sessions, recesses, and adjourned periods of the Sen- 22 ate during the Eighty-second Congress; to employ such ex- 23 perts and clerical, stenographic, and other assistants; to 24 request such information from any departments and agencies 25 of the Government; to require by subpena or otherwise the Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 Approved For Release 2001/08/21 : CIA-RDP91-00682R000300130048-6 4 attendance of such witnesses and the production of such books, 2 papers. and documents; to administer such oaths; and to 3 take such testimony and to make such expenditures as it 4 deems advisable. The cost of stenographic services to report 5 such hearings shall not be in excess of 25 cents per one 6 hundred words.
