REFERENCE : My letter to you dated 9 May 1958
1. I enclose a copy of my reply to letter
furnished you by reference. For your convenience also enclose 25X1
an additional copy of the basic paper.
2. As you will see,
are ready to proceed with the estimate required by
CINCNORAD. We only await receipt of the terms of reference and
specification of the, scope and timing of the estimate through the
respective military chains of command. I assume that you will be
in direct communication with the appropriate IIauthorities
and that you will advise me of your joint decision when reached.

I have your letter of May 5th proposing the development of an
cl estimate on the threat to North America by the
U. S. Intelligence Advisory Committee.
This matter has been under earnest consideration by myself and my
colleagues on the Intelligence Advisory Committee and is also under
study in the U. S. Department of Defense.
There is o question in our minds as to the desirability of our
I Ireaching agreement to the maximum extent. possible
on the nature and magnitude of the threat that NORAD has been estab-
lished to meet. At the same time it seems clear that the terms of
reference to be given the estimators must come
to them through appropriate command channels. This r uires
agreement in principle and development of proceduresF 71
I am, therefore, prepared now to state that the Intelligence
Advisory Committee stands ready to do its part toward the production
of such an agreed estimate. I have so communicated with the
Secretary of Defense, furnishing him with copies of our correspondence
in order that necessary action to perfect the required procedures may
be taken.
In order to get forward as rapidly as possible with the accom-
plishment of this exercise, we have been engaged in a review of all
the evidence bearing on Soviet heavy bomber and long-range guided
missile programs and should have our revised estimate in suitable
form for exchange with you early next month. I am hopeful that
