5. Talked with Mr. Robert Michaels,
House Appropriations Committee staff, briefing him on Bill Woodruff's
attitude on a possible expansion of the rider on the USIA appropriations
bill. Mr. Michaels indicated he thought Mr. Mahon would have no
objection to this and it was agreed we would give him, first thing
Monday morning, a draft of the proposed letter to Senator Russell so
he can discuss it with the Chairman.
25X1 6. Coordinated with Bill Woodruff, of
Senate Appropriations Committee staff, a draft of our proposed letter
25X1 to Senator Russell on the I Imatter.
Mr. Woodruff had no objection to our draft. We discussed the question
of contacting Senator McClellan (Chairman of the State Department
Subcommittee on Appropriations). It was Woodruff's suggestion that
we leave this up to Senator Russell unless he decided otherwise.

7. Accompanied R. Jack Smith and Pat
o a meeting with James Kendall, Staff Director of the Senate
Preparedness Investigating Subcommittee, for the purpose of reviewing
our proposed agenda for the briefing of the Subcommittee at a future
date. Mr. Kendall said Chairman Stennis would not be in town until
Tuesday and it was difficult to say whether he would then ask for us to
come up next week. It was Kendall's speculation that if we were not
called to come up next week, our briefing would have to go over until
the next Congress.
