A Staff draft was discussed by the Board on 25 June, has now been revised and is being reconsidered by the Board. 10. NIE-31: Capability of the USSR for a Clandestine Attack on the United States with Weapons.of Mass Destruction. Priority: Routine Estimated Date of Publication: Mid August Status: Scheduled on 2 April at the request of ONI. An O/SI pre- liminary draft is being revised on the basis of a series of dicus- sions with representatives of AEC, Bureaus of Animal Industry and Entomology (Department- of Agriculture), Customs Bureau, the Coast Guard, Chemical Corps (U. S. Army), Civil Defense, FBI, GSA, and Public Health Service. 11. NIE-33: European Satellite Power Complex. Priority: Routine Estimated Date of Publication: Undetermined Status: Scheduled by the National Estimates Board on 2 April. Terms of reference were discussed by the IAC representatives on 18 April. Contributions by Army (coordinatirg Defense) and the Office of Research and Reports have been received. Staff is draft- ing and awaiting State contribution. 12. Priority: Urgent Estimated Date of Publication: Undetermined Status: Pursuant to a request in early June by the Department of State, terms of reference were discussed at a meeting on 26 June. Contribution from the Department of Defense (prepared by Air Force) was received on 23 July. Awaiting State contribution. 14. NIE-L0: Strategic Effects of a Soviet Acquisition of Western Europe and he Near East before 1953. Priority: Routine Estimated Date of Publication; Undetermined Status: Awaiting agency contributions, which are due 17 October. B. Other Items of Concern to the Committee 15. Biographic Intelligence Problem: To suggest the most effective biographic facility for the Federal Intelligence System. Status: No change since the last Progress Report. 16. Requirements Problem: To develop adequate arrangements for providing coordinated requirements by priority for the various collection units. Status.: The IAC has approved the establishment and the terms of reference of the IAC sub-committee on covert requirements (known as the Interagency Priorities Committee, ref.. IAC-D-28/l). Contributions are due from the agencies indicating critical targets as a first step in securing coordinated priorities. Coordinated requirements of the intelligence agencies in this field will be produced through the Economic Intelligence Committee recently established in pursuance of NSCID 15. ?
