Intelligence Estimates NIE-23: India's Position in the East-West Conflict Priority:* Routine Estimated Date of Publication: Late July Status: Scheduled in January on the initiative of the National Estimates Board. Terms of reference were circulated on 27 March. All contributions were received by 30 April. A Staff draft was discussed by the Board on 25 June and is now being revised. Note: Priorities used in decreasing order of urgency, are: Crash, Urgent, High, Routine and Deferred. The most recent has been forwarded to the IAC representatives and a meeting is scheduled for 9 July. 8. NIE-31: Capability of the USSR for a Clandestine Attack on the United States with Weapons of Mass Destruction Priority: Routine Estimated Date of Publication: Late July Status: Scheduled on 2 April at the request of ONI. An O/SI preliminary draft is being revised on the basis of a series of discussions with representatives of AEC, Bureaus of Animal Industry and Plant Entomology (Dept. of Agriculture), Customs Bureau, the Coast Guard, Chemical Corps (US Army), Civil Defense, FBI, GSA, and Public Health Service. 9. NIE-32: Effects of Operations in Korea on Communist China Priority: Routine Estimated Date of Publication: Early July Status: Scheduled on 15 February at the suggestion of the Office of National Estimates. A draft estimate will be con- sidered at the next IAC meeting. 10. NIE-33: European Satellite Power Complex Priority: Routine Estimated Date of Publication: Undetermined Status: Scheduled by the National Estimates Board on 2 April. Terms of reference were circulated on 13 April. A meeting of the IAC representatives was held on 18 April. IAC representatives reviewed terms of reference on 16 May. Contributions were all in by 7 June. At a meeting on 26 June, the agencies agreed to make supplementary contri- butions. 12. NIE-35: Indochina: Current Situation and Probable Developments Priority: Routine Estimated Date of Publication: Early July Status: Scheduled on 26 April at the request of G-2. Terms of reference were circulated on 2 May, and the IAC represen- tatives met on 7 May. Contributions have all been received. A draft was distributed to the Board on 22 June, was discussed on 28 June, and is now being revised. 13. NIE-36: Burma: Prospects for Survival of the Present Regime Priority: Urgent Estimated Date of Publication: Late July Status: Scheduled on 26 April at the request of the State Department. On 5 May, the National Estimates Board approved terms of reference. The IAC rapresentatiyee reviewed them on 10 May. Contributions were received by 22 May. Staff is drafting. 14. NIE-37: Likelihood of a Soviet Invasion of Japan during 1951 Priority: Urgent Estimated Date of Publication: Undetermined Status: Scheduled on 10 May at the request of G-2. The terms of reference were circulated to the IAC agencies on 22 May. The IAC representatives met on 25 May and the terms were referred to the Joint Staff for guidance in matters of operational nature. Priority: Urgent Estimated Date of Publication: Undetermined Status: Pursuant to a request in early June by the Department of State, terms of reference were distributed to the IAC'? agencies on. 21 June and discussed at a meeting on 26 June. Contributions are due on 20 July. 16. NIE-440: Strategic Effects of a Soviet Acquisition of Western Europe and the Near East before 1953 Priority: Routine Estimated Date of Publication: Undetermined Status: Draft terms of reference were sent to the IAC agencies on 5 June and discussed at meetings held on hand 19 June. Staff is re- vising them in accordance with this discussion. 17. SE-8: Possible Communist Objectives in Suggesting a Cease Fire in Korea Priority: Urgent Estimated Date of Publication: Early July Status: On the recommendation of the National Estimates Board this proposed Special Estimate, following discussion by the IAC representatives on 2 and 3 July, will be placed on the agenda of the IAC meeting scheduled for 5 July. Status: There is no change reported in the handling of JCS paper SSM 6 -51. ? Cases recently brought to the attention of the Office of Intelligence Coordination in CIA and the status of the cases is as follows: a. General Bolling's request for collection re- garding Spitzbergen -- G-2 is re-examining this request. b.
