Status: A revised draft was passed by the IAC representatives
on May, and is now before the IAC.
4. SE-5: Vulnerabilities of Communist China
Priori: Crash
Estimated Date of Publication: 12 May 1951
Status: IAC assigned "crash" priority to this project on
26April. Staff drafted terms of reference on which IAC

on 1 May and a draft was sent to the IAC agencies on 2 May.
The IAC representatives met on the 3rd, 4th, 5th, and 7th of
May.
5. SE-6: Current Developments in Iran

Status: IAC representatives are meeting on 8 May to consider
a National Estimates Board draft prepared in compliance with
a request of the NSC Senior Staff.

6. NIE-23: India's Position in the East-West Conflict
Priority: Routine
Estimated Date of Publication: Late May
Status: Approved terms of reference were circulated to the
IAC agencies on 27 March. The contributions of the IAC
agencies were due on Tuesday, 1'7 April. The contributions
of the Army, Navy, and Air Force were received on 16 April;
that of State on the 30th. Staff is drafting.
7. NIE-24: German Attitudes on Rearmament
Priority: Routine
Estimated Date of Publication: 12 May 1951
Status: On April 23rd this draft estimate was circulated to
the IAC and placed on the agenda of the meeting held on
26 April. At the request of the State member, the IAC deferred
consideration of this estimate until 3 May, on which date the
estimate and the changes recommended by State were referred
to the Board. On 4 May the National Estimates Board sent to
the IAC representatives an amended draft on which a meeting
of the representatives was held on 7 May. Draft is now before
the IAC.

Status: A draft on the basis of existing materials on hand
is now before the National Estimates Board.
9. NIE-28:. Likely Soviet Tactics in a Prospective CFM
Priority: Deferred
Estimated Date of Publication: Undetermined
Status: The IAC representatives on g March agreed to post-
pone further review of this estimate until the Paris meeting
of the Deputy Foreign Ministers had been concluded.
10. NIE-31: Capability of the USSR for a Clandestine Attack on
the United States'with Weapons of Mass Destruction

Status: This estimate was scheduled by the IAC on 2 April
at the request of ONI. CIA has consulted with the Chairman
of ICIS and will keep in touch with-him and the appropriate
ICIS sub-committee.
11. NIE-32: Effects of Operations in Korea on Communist China

Estimated Date of Publication: Early June
Status: Terms of reference were sent to the IAC represen-
tatives on 1 May and approved on 3 May. Contributions are
due Thursday, 17 May.
12. NIE-33: European Satellite Power Complex
Priority: Routine

Status: The National Estimates Board on 2 April approved the
scheduling of this estimate. Terms of reference were circulated
to the IAC agencies on 13 April. A meeting of the IAC repre-
sentatives was held on 18 April. Contributions by State, Army
(coordinating Defense), and the Office of Research and Reports
are due by 15 June. On 26 April, at the request of O/RR, the
deadline was extended to 15 July.

13. NIE-34: Position of Spain in the East-West Conflict

14. NIE-35: Indochina: Current Situation and Probable

Status: Pursuant to a request from the Assistant Chief of
Staff, G--2, GSUSA, and the recommendation of the National
Estimates Board, the IAC on 26 April approved the scheduling
of an estimate of the Indochina situation. The Board approved
terms of reference and circulated these on 2 May to the IAC
representatives who met on 7 May. Contributions are due on
21 May.
15. NIE-36: Burma: Prospects for Survival of the Present Regime
Priority: Urgent
Estimated Date of Publication: Undetermined
Status: Pursuant to a request from the Special Assistant
Intelligence), Department of State, the IAC on 26 April
approved the scheduling of this estimate with "urgent"
priority. On 5 May, the National Estimates Board approved
terms of reference on basis of State request. A meeting of
the IAC representatives is scheduled for 10 May.
B. Other Items of Concern to the Committee
16. Intelligence for Civil Defense (IAC-D-20, 20/1)
Status: Considered by the IAC on May 3 (IAC-M-.29). Draft memo
to FCDA circulated as IAC-D-201 for concurrences, which
are due may 8.
17. Psychological Intelligence Support
Problem: To recommend the necessary arrangements for inter-
agency support of psychological warfare.

Status: The problem has been discussed with all agencies con-
cerned both from the planning or operating viewpoint
and from the intelligence side. As a result of these
conversations a tentative breakdown has been made of
the kinds of intelligence support that are required.
The immediate need is: (a) to find out if this
is an accurate, complete, and meaningful breakdown;
(b) to determine who will provide each type of intelli-
gence, or what portion of each type, and the extent to
which each requires interagency coordination; (c) to
clarify agency responsibilities and to recommend appro-
priate ways of achieving necessary coordination. CIA
has the responsibility and initiative to see that
appropriate intelligence suppport is provided for psy-
chological warfare and that the intelligence activities
of government departments and agencies in this field
are properly coordinated.
18. Biographic Intelligence
Problem: To suggest the most effective biographic facility for
the Federal Intelligence System.
Status: Tentative proposals based on an interagency survey are
being discussed with the IAC Agencies on the working
level.
20. Requirements
Problem: To develop adequate arrangements for providing coor-
dinated requirements by priority for the various
collection units, particularly with respect to
covert collection.
Status: JCS paper No. SM-626-51, containing G-2, ONI, and A-2
requirements (mainly for covert collection) is being
matched by other IAC agencies. These will be screened
for possible non-covert collection and the balance
analyzed by priority.
