A. Intelligence Estimates
4. SE-4: Intelligence Implications of a Census and
Verification of Armed Forces and Armaments.
Priority: Urgent
Estimated Date of Publication: 4 May 1951
Status: On 5 April the IAC directed the prepara-
tion of a special estimate covering as much of the
requirement as possible with the time limit of a
week, A copy of the National Estimates Board draft
together with the contributions of the IAC agencies
were sent to Mr. Nitze on 13 April. A meeting of
the IAC representatives was held on 18 April and on the
19th. Additional contributions, due on the 20th,
were received on the 23rd. It is planned to circu-
late a revised draft to the IAC representatives on
the 26th.
Note: Priorities used, in decreasing order of urgency, are:
Crash, Urgent, High, Routine and Deferred,

5. NIE-23: India's Position in the East-West Conflict
Priority: Routine
Estimated Date of Publication: Middle May
Status: Approved terms of reference were circu-
lated to the IAC agencies on 27 March. The contri-
butions of the IAC agencies were due on Tuesday,
17 April. The contributions of the Army, Navy,
and Air Force were received on 16 April. State
contribution is not expected until the 27th. Staff
is drafting.
6. NIE-24: German Attitudes on Rearmament
Priority: Routine
Estimated Date of Publication: 28 April
Status: On 23 April this draft estimate was
circulated to the IAC and placed on the agenda of
the meeting scheduled for Thursday, 26 April.
7. NIE-25: Soviet Capabilities and Intentions
____ority: Urgent
Estimated Date of Publication: Late May or early
June
Status: The preparation of a draft on the basis
of existing materials on hand has been referred
to a committee of the National Estimates Board.
8. NIE-28: Likely Soviet Tactics in a Prospective CFM
Priority: Deferred
Estimated Date of Publication: Undetermined
Status: The IAC representatives on 9 March agreed
to postpone further review of this estimate until
the Paris meeting of the Deputy Foreign Ministers
had been concluded.

Delivery of Atomic Weapons to Targets in the
USSR

Status: The IAC on 23 April suspended action on
this estimate and referred the matter to General
Smith.
Capability of the USSR for a Clandestine Attack
on the United States with Weapons of Mass Destruction
Priority: Routine
Estimated Date of Publication: June
Status: This estimate was scheduled by the IAC
on 2 April at the request of ONI. CIA has consulted
with the Chairman of ICIS and will keep in touch
with him.
11. NIE-32: The Communist Military Position in Korea and Its
Effect on Sino-Soviet Courses of Action in the Far
East
Priority: Deferred
Estimated Date of Publication: No date
Status: The National Estimates Board reviewed a
revised draft on 11 April. On 12 April, the IAC
authorized a redefinition of the problem. The IAC
representatives met on 16 April and deferred action
on NIE-32.

Status; The National Estimates Board on 2 April
approved the scheduling of this estimate. Terms
of reference were circulated to the IAC agencies
on 13 April. A meeting of the IAC representatives
was held on 18 April. Contributions by State,
Army (coordinating Defense), and O/RR are due by
15 June.

13. NIE-34: Position of Spain in the East-West Conflict
Priority: Routine
Estimated Date of Publication: Undetermined
Status: Pursuant to IAC action on 5 April, ONE
is drafting terms of reference.
B. Other Items of Concern to the Committee
14. Psychological Intelligence Support
Problem: To recommend the necessary arrangements for
interagency support of psychological warfare.
Status: The problem has been discussed with all agencies
concerned both from the planning or operating
viewpoint and from the intelligence side. As a
result of these conversations a tentative break-
down has been made of the kinds of intelligence
support that are required.
The immediate need is: (a) to find out if
this is an accurate, complete, and meaningful break-
down; (b) to determine who will provide each type
of intelligence, or what portion of each type,
and the extent to which each requires interagency
coordination; (c) to clarify agency responsibilities
and to recommend appropriate ways of achieving
necessary coordination. CIA has the responsibility
and initiative to see that appropriate intelligence
support is provided for psychological warfare and
that the intelligence activities of government
departments and agencies in this field are properly
coordinated.

15. Biographic Intelligence
Problem: To suggest the most effective biographic
facility for the Federal Intelligence System.
Status: Tentative proposals based on an interagency survey
are being discussed with the IAC Agencies on the
working level.
