Revised draft sent to the IAC agencies on December 27.. IAC repre-
sentatives are scheduled to meet on this draft at 1000 Friday,
Januaxy 5.
6. NIE-6: "Iran's Position in the World Balance of Power."
Terms of reference being revised in accordance with IAC action
defining the nature of a national intelligence estimate.. (See
paragraph 6b, IAC-D-7)
7. NIE-8: "Greece's Position in the World Balance of Powers`
Terms of reference being revised 3.n accordance with IAC action
defining the nature of a national intelligence estimate,- (See

8. NIE-9: "Turkey's Position in the World Balance of Power."
IAC representatives met on revised terms of reference on December 22.
The contributions of the IAC agencies are due by January 8.
9., NIE-10: "Communist China." State and Army (in con,~unction
with other defense agencies) undertook to send in contributions by
December 27. The Army portion was received on December 27; that of
State on December 30.. A draft estimate is currently being prepared
in the Office of National Estimates.

10. NIE-13: "Prospects for the Creation of an Adequate Western
? European Defense." The contributions of the IAC agencies are due
by Wednesday, January 3. O~SI is also preparing a draft portion of
this estimate.
11. NIE-1~+: "Importance of Iranian and Middle East Oil to
Western Europe." This paper, prepared by an interdepartmental ad
hoc committee, was referred to the IAC representatives by the IAC
at its meeting on December 28. The meeting of the IAC representa-
tives was held on December 30, after which it was revised in an
effort to meet some of the objectives which were not resolved at
the meeting, and sent to the IAC agencies. Concurrence by tele-
phone was requested by close of business Tuesday, January 2. Con-
currence from State and JIG have been received.
12. NIE-16: "International Implications of Maintaining a
Beachhead in South Korea," In accordance with the original request
for contributions, State sent in a paper on December 16. The Air
Force, on the 21st, sent in a paper which did not have the concur-
rence of the other defense agencies. An Army comment on the Air
Force paper was received on the 22nd. At General Huebner's request
Air Force and Army submitted some new material which is now in hand.
The Navy, on being solicited for a contribution, indicated it pre-
ferred to comment on a draft prepared by CIA based on the materials
submitted by the other agencies. IAC representatives from Army,
Navy, and Air Force met with General Huebner at 1130 January 2 for
general discussion.
13. NIE-18: "Soviet Employment of BW and CW in the Event of
an Attack on the United States." An uncoordinated copy of this
paper was sent to the NSRB, the requester, on December 22. A draft
which had the concurrence of the Interdepartmental Scientific Com-
mittee (State-Army-Navy-Air Force) was noted by the IAC at its
meeting on December 28, and referred to the IAC representatives for
final clearance. The JIG, the Army, the Air Force, and the FBI have
indicated their concurrences. State has referred the paper to Mr.
Trueheart for review. O~SI has not heard from the Navy.
1~+. NIE-19: "Possibility of Japanese Alighment with the
United States and Its Allies." This estimate was requested by the
IAC at its meeting on December 28. Draft terms of reference were
sent to the IAC agencies for delivery on January 2. A meeting of
IAC representatives on these terms of reference has been scheduled
for 1500 Wednesday, January 3.

15. NIE-20: "Consequences in Mainland Southeast Asia (Thailand,
? Malaya, Burma of Communist Control of Sndochina." The Office of
National Estimates, on its own initiative, has begun work on terms
of reference.
16. NIE-21: "Austrian Treaty." This problem, raised in the
IAC at its meeting on December 28, is under study in the Office of
National Estimates in terms oP its inclusion in a broader context.
