Mr. Amory reported on the world crisis spots as follows: Berlin - Nothing much new has happened in this situation although the Germans appeared to be very stiffneck while the British are flexible and once again the U. S. is in the middle. Tibet - The Dalai Lama escaped into India and the resulted revolt in Tie-will result in a worsening of the Red China relations. The claims of Nationalist China in the revolt are phony and without any substance. Iraq - It looks like the year 1959 is going to be the year of the Russian Bear. The key ministers have been taken over by Commie infil- tration although we have no evidence that Kassem is a card-carrying Commie. Nasser's assets are gone and border warfare will be ever present. Japan -The Socialist Party is endorsing the policies of Red China. Singapore - There has been a victory for the People's Action Party which is very much anti-British. Cambodia - Our relations at the present time are at a new time Cuba - Communist Party is quite active in this area and the drift towards Communism is not a healthy one. 2. General Cabell gave a report on last Friday's meeting of the Presi- dent's Board of Consultants. General Cabell advised that the meeting was from 10 in the morning until 5 in the afternoon with General Hull chairing the Meeting; that Bob Amory opened the meeting and gave a round-up of the world crisis spots; and that the Board went over the previous recommendations and the actions taken. General Cabell Advised that the the Director reported on the relations with the Kilday Committee of the House and that the Director also gave a report on the construction of the new CIA buildine.E Approved For Release 2003/06/04: CIA-RDP80BO1676R002400010087-2 Approved For Release 2003/06/04: CIA-RDP80BO1676R002400010087-2 Cabell state the meeting vi. t the President's Board was an excellent session and that the Board approved the PP activities and that a comment was made as to whether we are doing enough in this particular field. 3. Mr. Bissell advised that effective the and of March the Africa Divi- sion was established and that the SE Division was abolished. The Africa Divi- sion is composed of all of Africa except E 'pt and the Sudan. Mr. Bissell stated that he and Mr. Helms were making a very careful and detailed review of the war planning procedures in relation to the Project Review Committee actions with the idea in mind of modifying the procedures thereby reducing fewer paper actions and reducing man hours in internal coordination of war planning. 25X1 25X1 Approved For Release 2003/06/04: CIA-RDP80BO1676R002400010087-2 Approved For Release 2003/06/04: CIA-RDP80BO1676R002400010087-2 -3- 5. Mr. Kirkpatrick reported on the questionnaires that were sent out to the various components of the Agency on the Career Service and that his office has received over 100 pages of replies from thirty Agency components. Mr. Kirkpatrick stated that his office was making a survey on the Career Service and the Office of Personnel and that these replies were very helpful and were received at a very appropriate time. He also stated that the survey is expected to be completed by June and that one of the recommendations in all probability will be to have Congress take appropriate steps in providing ad- ditional benefits in the Agency Career Ser#tee. 6. Mr. Lloyd reported that the bids for the construction of the new CIA building was expected to be formally accepted t a day or two and that a sign will very shortly be erected at the site giving the name of the contractors and the name of the Agency. Mr. Lloyd asked employees be discouraged from visiting the site In view of the dangerous working conditions existing at the present time and that should anyone visit the area, a temporary badge will have to be obtained. 7. Mr. Stewart reported that the National Health Campaign was approxi- mately $750 short of last year's campaign and that eh the present time $21,656 has been collected.
