1. NSC 116 prcvidee fOr the Watch Committee to submit
to the IAC its conclusions relative to the need for sendinz
Warning-of-Attack messages. After IAC consideration NSC 116
further provides for the DCI to vise the NBC and the
President prior to transmission of a morning message to NATO
by the JCS. in the event sufficient time is not available
the JOS are authorined by DSC 116 tc transmit sudh massages
'without first securing approval of the DSC: the latter being
so informed.
3. Although the actual dIIng of such a message may
be considered an operational rat* than an tntelli-ence
functica, there appears to be no reason why CIA should not
approve the proposal, on the understanding that it nay be
necessary in the interests of expediency tor higher authority
to draft the message in an emergency.
