It is recognized that some of the NIB material cannot be made avail-
able to SNAP'S'f international staff. The question is whether the ZAC
should:
a. Agree in Principle to a NIA's available, recognizing that
there will be exceptions and that CIA, with the advice of the Nis
Committee, will review each section; or
b. Ask the Army to obtain more detailed info-tion concerning
the need for particular chaff, the control procedures proposed,
Which alternative is chosen would depend largely on the views of the ZAC
members as to the sensitivity of the material in the chapters for which
they are responsible.
