It has been reported that a f;cxican natied Salvador A'iraelio used a recent bu>si- noss trip to Peru as a cover for a spocial mission for Vicente Lombardo Toledano and the CTAL. :'Imlio and Julio Ealdovino, both ile .can nationals, representing Poli,culas : exicar.!a S.A., arrived in Lima on 22 February 1950 for a series of business conferences with Eduardo Ibarra, Peruvian representative of the film company. They also intended to visit Chile, Argentina, and Uruguay on their trip. 2. Anolio's reported _:ission for the CTAL was to collect information on labor ;rozups, CTAL-affiliated groups and Connunist Party organizations ? He was also to investigate the methods of conmunication between the CTAL and the -various ,groups it wishes to direct, since the CTAL is anxio-:ts to learn whether censorship and intercepted correspondence account for the fact that replies are sonot os not received to its requests and cormurnications, or whether there Is a lack of interest in collaborating. 3 4 ^ielio was instructed to investigate the present condition of the Peruvian Cor.- riunist Party, to check on the background of the recent Arequipa .,wrkers Congress, and to study the entire labor situation in Peru, giving particular attention to the potroloun workers in the Talara area. 4.
