b. Review of Sensitive Situations
The members discussed various factors bearing on the
situation in France, including the probable longevity of the Gaillard
government, the prospects for an eventual government headed by
de Gaulle and the probable attitude of a de Gaulle government on
questions such as NATO.

The Chairman discussed with the members developments
in Indonesia, referring specifically to matters such as the fighting
around Medan and the position of Col. Barlian. Admiral Frost
commented on the reported arrival in Java of Soviet cargo ships.
The members exchanged views on the situation in the
Middle East with particular reference to the stability of the Saudi
Arabian regime. In this connection, the Chairman and Mr. Arneson
outlined recent State-CIA discussions with respect to a State Depart-
ment paper on the Middle East. The Chairman emphasized the
importance of producing at an early date an intelligence appraisal
of longer-range trends in this area. Following this exchange of views,
the Chairman suggested that the intelligence portions of the State paper
be separated out and circulated, together with CIA comments thereon,
to the IAC agencies for review, particularly from the standpoint of
using them as a basis for the possible production of a coordinated

estimate on the longer-range implications of various Middle Eastern
developments. The members concurred in this procedure.
3. Discussion of NSC Action with
Respect to IAC-USCIB Merger
and Revision of NSCIDs
a. IAC-USCIB Merger
The members noted the record of NSC action indicating
Presidential approval of the recommendation of the President's
Board of Consultants on Foreign Intelligence Activities that a single
group be established to assist and advise the Director of Central
Intelligence in discharging his responsibility for the coordination
of all operations concerned with both special and other forms of
intelligence which, together, constitute the foreign intelligence
effort of the US. The members then discussed in considerable
detail various problems involved in carrying out this decision.
After discussion the members agreed that the Chairman should
attempt to arrange a meeting at the earliest convenient date between
Generals Cutler and Hull (together with members of their staffs as
appropriate) and the members of the IAC and USCIB to endeavor to
clarify certain questions and generally to review matters related to
implementation of this action.
b. Revision of NSCIDs
The members noted the NSC action approving the draft
NSCIDs Nos. 1 through 5, subject to the direction to modify
paragraph 17 of NSCID No. 1 and paragraph 4 of NSCID No. 2 in
certain respects. Proposed amendments of these paragraphs cir-

The members also noted the record of NSC action with
respect to the revised NSCID No. 6 and NSCID No. 7 (NSC Action

1873, paras. d and e). In connection with NSCID No. 7, views were
exchanged on the question of the preparation of a joint report by the
Secretary of Defense and the Director of Central Intelligence on the
communications means for transmission of critical intelligence
(NSC Action 1873, para. e (1)). General Cabell noted that Admiral
Irving and General Samford had recently reviewed, this problem and
that General McClelland might join them in these discussions. The
members agreed that General Collins should consult General Erskine
on this matter, and that, subject to General Erskine's concurrence,
the problem of implementing this portion of the NSC action should
then be referred initially to the above group (including Admiral
Irving and Generals Samford and McClelland). The members also
agreed that the second aspect of NSC Action 1873 e (relative to the
definition of critical intelligence, establishing priorities for its
transmission and development of communications requirements for
transmission of such intelligence) be referred initially for implemen-
tation to the IAC committee which is already doing work on this
problem..
The members concurred in the recommendation of General
Cabell, who was then presiding, that, for administrative convenience,
the effective date of those NSCIDs which had been finally approved by
the NSC should be 1 April.

DCIDs be approved before the NSCIDs went into effect. In this con-
nection, General Cabell noted that revised DCIDs would come before
the IAC separately over a period of time and the members concurred
in his suggestion that the new DCIDs should be effective as of the
time they received IAC approval.

subcommittees would proceed with the preparation of subsidiary
priority objectives and that after IAC approval these subsidiary
objectives would be published in one volume with the over-all
PNIOs, pursuant to an earlier decision of the IAC (IAC-M-319,
item 4).
5. NIE 54-58
The Outlook for Ceylon
In this connection, I noted that appropriate

noted that a post-mortem would be submitted at a later 1 AC meeting
but that no validity study would be prepared as there had been no
prior NIE on this country.
b. No member objected to the release of this estimate to USIA.
6. Proposed Reconsideration
of SNIE 11-10-57
(IAC-D-81/16, 5 March)
After General Collins explained the reason for his proposal,
Mr. Kent noted that evidence bearing on this and other aspects of the
Soviet missile program were being currently reviewed by the agencies
and GMIC in connection with the forthcoming over-all missile estimate
(NIE 11-5-58) and suggested several alternative courses of action.
After discussion the members agreed not to reexamine SNIE 11-10-57
formally at this time. However, it was understood that, at the first
IAC meeting following submission of the GMIC contribution to
NIE 11-5-58, the question of undertaking an SNIE on the Soviet ICBM
program would be reviewed again, in the light of that GMIC contribution.
7. Release of Minutes to
President's Board
The Chairman noted a request by the President's Board of
Consultants on Foreign Intelligence Activities that they be placed on
the regular distribution list for IAC minutes and the members agreed
that this be done.

8. Mr. Allan Evans
Mr. Arneson advised the members that Mr. Allan Evans of
the Office of Intelligence Research and Analysis had been selected
as the State Department's "Civil Servant of the Year. " The Chairman
suggested that Mr. Arneson convey the congratulations of the IAC to
Mr. Evans.
