1. Executive Session
The Chairman requested an executive session during which

The members also discussed a report bearing on developments 'in
Saudi Arabia.
2. Situation Review
a. Review of Sensitive Situations
The members exchanged views on a CIA memorandum en-
titled "Implications of Recent Governmental Changes in Saudi Arabia, "
which had been distributed to the members prior to the meeting. After
discussion it was agreed that this memorandum should be considered
the draft for an SNIE. It was agreed that the IAC representatives
should review this paper and complete the SNIE as quickly as possible,
with the understanding that formal approval of the SNIE by IAC
members would be obtained by telephone in order to expedite publica-
tion of the estimate.
The members exchanged views on developments in Cuba,
particularly on matters related to the question of arms shipments
to the Batista government, the nature of elements supporting Batista
and the rebel forces respectively, and the probable longevity of the
present government.

on Information Processing
a. Third Annual Report

The members discussed this proposed DCID and Mr. Borel
commented on certain questions raised by General Schow and General
Collins. In the course of his comments Mr. Borel indicated generally
the nature of various problems in this field and expressed his view
that the committee could more effectively define and attempt to solve
these problems if its terms of reference were not too restrictive. It
was agreed that AHIP should review the proposed DCID in the light
of this discussion and submit a revised draft for consideration at a
later IAC meeting.
5. Quarterly Revision of Program
of National Intelligence Estimates
(Memorandum to IAC, 27 March)
Approved subject to amendment to reflect the SNIE initiated
at this meeting (see item 2 a above).
