Approval of Minutes 13 May Meeting (IAC-M-341) fiYAL%E Approved as written. 2. Situation Review a. Watch Committee Report No. 406 FA-RDP85S0R000200100014-3 IAC -M- 342 20 May 1958 b. Review of Sensitive Situations The Chairman stated that the Watch Committee was following the Tunisian situation closely and discussed recent developments in that area with the members. He noted that he did not expect to call a special session of the Watch Committee to review this situation prior to the regularly scheduled meeting of that committee unless instructed to do so' by the IAC. The Chairman and Mr. Arneson commented on developments in Lebanon, particularly from the standpoint of evidence of infiltration from Syria, disposition of armed forces in the area, the effect of the economic situation and the possible attitude of Israel. General Wienecke raised a question about Jordan and the Chairman and Mr. Arneson discussed certain aspects of this situation, especially .matters bearing on the strength and cohesion of the Arab Union in relation to that of the UAR. Reference was made to the situation in Indonesia. The Chairman, General Wienecke and Mr. Arneson also commented on developments in Latin America, particularly with respect to Panama and Guatemala. 3. Fifth Annual Report of Advisory Committee on Foreign Language Publications (ACFLP) (IAC-D-60/7, 24 April) R000200100014-3 IAC -M-342 20 May 1958 After noting this report the members agreed to dissolve committee. The Chairman expressed the appreciation of the for the work done by the ACFLP in this field. b. DCID 2/4 - Exploitation of Foreign Language Publications (IAC-D-105/24, 24 April) Approved. General Cabell noted that A roved. General Cabell informed the members that would be appointed as Chairman of the Committee on Procurement of Foreign Publications established under this DCID. 5. Supplement to Report of Soviet Weapons Requirements Committee (Memorandum to IAC, 15 May; IAC-M-325) reasons for the recommendations of the committee. The members then noted the committee's report and approved the recommendations contained therein. Proposed Revision of SNIE 11-10-57 (IAC -D -81 / 16. 1, 16 May; Board of National Estimates Memorandum, 16 May; IAC-M-333, item 6) Colonel McFarland explained in some detail the basis for the recommendations of GMIC with respect to the revision of SNIE l l r 10-57. After exchanging views the members agreed to forward the draft memorandum prepared by the Board of National Estimates, as amended in the light of their discussion, to the holders of SNIE 11-10-57. 9. Executive Session At 1130 the Chairman requested an executive session. In his memoranda trans- mitting copies of the new NSCIDs Nos. 1 through 5, as concurred in by the NSC and approved by the President, the Executive Secretary, NSC, indicated that the effective date of these NSCIDs should be considered as 21 April 1958. Consequently, the IAC agencies should regard 21 April rather than 1 April, which had originally been agreed to among the members of the IAC (IAC-M-333, item 3 b), as the effective date for these NSCIDs. Moreover, since new DCIDs can only derive their authority from legally effective NSCIDs, those DCIDs approved by the IAC prior to 21 April 1958 will be considered effective as of 21 April, rather than as of any earlier date on which they received IAC approval.
