Preliminary Discussion of NSCID / Revisions for Accomplishing IAC-USCIB Merger* (IAC-D-120, 29 May) The Chairman emphasized the preliminary nature of the discussion of this item. After referring to a recent communication from General Cutler with respect to the timing of NSC review of NSCID revisions for accomplishing the IAC-USCIB.merger, he stated that the intelligence community should proceed on the basis that the target date for NSC consideration of such NSCID revisions would be mid -August. The Chairman then invited comments by each member on the proposed revision of NSCID No. 1 and the members discussed the draft directive in general terms, and made various suggestions. In the course of his remarks, Mr. Traynor proposed certain amend- ments to paragraphs 2 d and 3 a with which the members tentatively concurred. In connection with certain questions raised with. respect to the related review of NSCID No. 8, the Chairman stated that the preliminary IAC-USCIB consideration of NSCID No. 1 should precede any similar review of NSCID No. 8, but noted that NSCID No. 1 and NSCID No. 8 should receive final IAC-USCIB approval at the same time and be submitted together to the NSC. Following their exchange of views, the members agreed that, prior to an her IAC-USCIB consideration of proposed NSCID ' revisions, furt should meet with a group composed of the military members of IAC and USCIB (including NSA) or their de i s gnees to discuss jointly problems or questions arising out of the re d f f - ra t o NSCID No. 1 which were of particular concern to those members. * Members of both IAC and USCIB participated in the consideration of this item, with representing NSA and Colonel Lansdale the Department of Defense. Review of Sensitive Situations The members discussed military and political developments bearing on the situation in Lebanon, particularly in the light of comments by General Schow. Mr. Kent also referred to certain relevant .portions of the most recent estimate on Lebanon (SNIE 36.4-58). Admiral Frost and Mr. Cumming commented on the serious- ness of the situation in Indonesia,- both with respect to longer-term prospects and more immediate problems such as those arising out of military developments and the holding of any new elections. The Chairman emphasized that this situation should be kept under constant review. 4. Proposed DCID 3/1-- Production and Coordination of Foreign Economic Intelligence (IAC-D-105/28, 26 May) Approved as submitted. 6. Revision of JAEIC Estimate of Soviet Nuclear Power Program as Previously Reported in NIE 11-2-57 (IAC-D-10/27, 6 June 1958) Dr. Scoville explained the origin and nature of this JAEIC paper. In this connection, the Chairman advised that hep'xopo.sed to include information from this report in an early Congressional briefing. After discussion it was agreed to note this report with the understanding that it would be taken into account in the preparation of the forthcoming NIE 11-2-59. It was also agreed that the more detailed JAEIC report on this subject should be distributed,,to the holders of NIE 11-2-57 and NIE 11-2-58 under a covering letter from the Secretary, IAC, indi- cating that the IAC had directed such a distribution. Scheduling of Estimates Approved a recommendation of the Board of National. Estimates that the present estimates schedule (IAC-D-1/23, 1 April 1958) be changed to allow"for the immediate initiation of a Polish estimate to be completed in the Third Quarter of 1958, with the understanding that the target date for the East German estimate would be postponed until the Fourth Quarter. 25X1 9. Report by General Schow General Schow reported to the members on impressions gained during his recent trip to certain Central and South American countries. General Schow also discussed with the members certain questions related to a proposed reduction in the number of military attaches, with special reference to the possible effect on reporting from Latin American countries.
