The United States must take advantage of every
weakness of the Soviet Union. There is one weakness
that is clearly apparent and ready for exploitation,
It is this# Disaffected elements within the popula-
tion of the Soviet Union (also its satellites)
great risks to escape into the American Zone. They
take these risks even though they are uncertain as to
their reception by Americans or that they will not be
turned back by then to the Soviet authorities.
Because of its failure to foresee developments
post-war world, the United States has largely
dissipated the potential of the Soviet emigration. As
a result of the exchange agreement concluded at !alta,
the great mass of Soviet PWs and forced laborers in
Western Eu
umbering more than 2,000,,000, were sent
back to the USSR, in many cases over their violent
objections. General V asov, who commanded the Russian
Army of Liberation which fought alongside the Nazis,, and
his principal officers were turfed over to the Soviets
and sent to their deaths. Subsequently the so-ca ,lied
Clay.'Sokolowski Agreement provided for the immediate
