2. Situation Review
a. Watch Committee Report

b. Review of Sensitive Situations
Mr. Cumming noted the deteriorating situation in Indonesia
and commented on various aspects of that situation, including
Indonesian attitudes and possible action with respect to the Dutch on
Sumatra, and the degree of Sukarno's involvement in recent develop -
ments. Admiral Frost also referred to certain factors affecting the
shipping and naval situation in that area.
3. Sixth Annual Progress Report of the
Economic Intelligence Committee
(IAC-D-22/7, 31 October)
Noted this report. In the course of the consideration of this
paper, Dr. Guthe also discussed with the members various phases
of the EIC's activities. The members concurred in the Chairman's
suggestion that the EIC further intensify its studies on the Soviet
foreign economic program, particularly with respect to its nature
and impact in Free World countries (including a review of Soviet
lines of credit and the extent to which they have been drawn upon by
those countries). In this connection the Chairman noted that the EIC
had been doing excellent work in its field.

4. Fifth Annual Progress Report
of the Economic Defense
Intelligence Committee
(lAC-D-53/9, 25 October)
Noted this report. lso exchanged views with
the members on certain aspects of EDIC's activities. During this
discussion the Chairman and Mr. Cumming referred to the interest
of the NSC and Secretary of State in information on Soviet Bloc gold
exports and suggested that the EDIC continue to review and report
such matters on a regular basis.
5. Discussion re National
Current Intelligence
(Memorandum to IAC, 3 December;
IAC-M-319, item 5)
Agreed to defer consideration of this matter until the next
regular IAC meeting.
7. SNIE 11-7-57
Feasibility and Likelihood
of Soviet Evasion of a Nuclear
Test Moratorium
a. Approved as amended, subject to clearance of certain
amended portions of this estimate through the IAC representatives. #
b. Agreed that this estimate should be released to USIA, but
on condition it be handled on a strict.need-to-know basis (e. g. ,
individuals working with Mr. Stassen on disarmament).
*Subsequent to the meeting clearances were obtained from the IAC
agencies on these portions of the estimate.

Approved the conclusions to this estimate, as amended. The
members also agreed that the IAC representatives should reconsider
the discussion portion of the text in the light of the approved con=
clusions and submit any proposed revision of that part of the text
for review at the next regular IAC meeting.
