1. Approval of Minutes
17 September Meeting
18 September Meeting

a. Approved the minutes for the meetings on 17 September and
18 September as written.
b. In connection with their review of the minutes for 18 September,
the members agreed not to release SNIE 11-8-57 to USIA. Mr. Kent
also commented on the sensitivity of this estimate and the members
concurred in the view that it be held closely.
2. Situation Review
a. Watch Committee Report

b. Sensitive Situations
The members discussed various aspects of the Syrian
situation, including possible Syrian troop movements, Saudi-Arabian
attitudes toward Syrian developments, Soviet naval activities in that
area and Bloc arms shipments to Syria. During this discussion
Admiral Frost reported in some detail on the nature and volume of
Bloc shipping to Syria in 1957.
Mr. Cumming invited the members' attention to certain recent
developments in Libya, particularly with respect to future US base
arrangements and Libyan attitudes regarding the adequacy and sources
of foreign aid.
The Chairman noted that he had briefed the NSC recently
on the Indonesian situation, and then exchanged views with the members
on developments in that area, especially on reports concerning results
of the round-table conference.

With respect to Thailand, Mr. Dulles commented that the
latest reports were more encouraging and discussed with the members
matters such as the political orientation of Thai leaders and the
possible role played b the Kin in recent events.
c. Future "Crisis Situation" Procedures
The Chairman referred to certain problems which could
arise under the "crisis situation" procedure presently being followed
by the IAC. Mr. Kent outlined possible changes in the method of
describing the situations discussed and recording the action taken.
The members then concurred in suggestions by the Chairman and
Mr. Kent that hereafter the second agenda item and the corresponding
item in the minutes be carried as "Situation Review, " with the Watch
Committee Report and "Review of Sensitive Situations" as subheadings.
It was also agreed that when the members concluded after discussion
that a true "crisis" situation existed, the record should reflect that
fact and the nature of any action taken.

Admiral Frost reported on the substance of his recent
conversations with the US Naval Attache stationed in Warsaw re-
garding travel and general conditions in Poland.
4. Annual Report to IAC of the
Resistance Intelligence Committee
for Fiscal Year 1956-57
(IAC-D-75/9, 12 September)
Noted this report. Mr. Kent and Mr. Larson also reported
orally on progress made in the preparation of the forthcoming estimate
on anti-Communist resistance potential in the Sino-Soviet Bloc.
5. SNIE 11-9-57
Possible Soviet Action in Various
Contingencies Affecting Syria
a. Approved as amended.
b. Agreed not to release this estimate to USIA.
6. Executive Session
At 1135 the Chairman requested an executive session.
