2. Review of Crisis Situations

The members discussed developments in the Middle East,
with particular emphasis on the tense situation in Jordan and
problems related to any attempted passage of Israeli ships through
the Straits of Tiran and the Suez Canal.
c. Other Crisis Situations
Mr. Armstrong noted the continuance of a crisis situation
in Argentina and the members also exchanged views on developments
in Indonesia.
In addition, the members discussed certain questions
with respect to the Soviet reaction to establishment of US guided
missile bases overseas. The Chairman noted that he would consider
including an item on this latter matter in his next NSC briefing.

4. Scheduling of NIE 11-4-57
Soviet Capabilities and Courses
of Action Through 1962

The Chairman and members reviewed in considerable detail
various factors relevant to the scheduling of this paper, including
the practical difficulties inherent in attempting to satisfy the needs
of various potential consumers whose primary requirements arise
at different times during the year, the effect of timing on the quality
of intelligence available and certain other production problems. In
the course of the discussion, the Chairman emphasized the desira-
bility of timing publication so that those important Congressional or
Executive decisions to which this paper might be pertinent could be
made in the light of the latest available agreed intelligence. The
members also discussed the question of meeting the needs of specific
consumers through interim reviews of significant changes rather than
complete revisions of the basic estimate. Following this exchange of
views, the members concurred in the Chairman's suggestion that
NIE 11-4-57 be scheduled for completion about 15 November. In
this connection, Mr. Kent noted that, on the basis of informal advice
he had received, publication of NIE 11-4-57 in November might
satisfy the NESC's requirements and eliminate the need for pro-
duction of a "Gross Capabilities" paper.

7. Communication from President's
Board of Consultants
The Chairman circulated to the members a memorandum
incorporating certain suggestions by the President's Board of
Consultants relative to the production of coordinated current intel-
ligence. After exchanging views with the members on this matter,
the Chairman suggested that this question be considered further at
the next regular IAC meeting.
