The Chairman and members welcomed Major General
James H. Walsh, Deputy Director of Intelligence, Headquarters,
United States Air Force.
4. Proposal for a Survey of
Sources of Warning
Information

The Chairman noted that there were two principal questions
to be considered in connection with this item: (1) the proposal for
a survey of sources of warning information; and (2) whether the
Board of National Estimates should now proceed with the coordination
of the Board-approved draft of the warning estimate (NIE. 11-3-57),
which had already been circulated to the IAC agencies, or 'suspend
action on this estimate until the proposed survey had been completed.
The members and discussed various factors 25X1
bearing on the proposed survey including its purpose and nature, the
composition of the group which might conduct the survey, and the
procedure which might be followed in implementing this proposal.
During the course of the discussion, the Chairman stressed that there
was no intention to identify sensitive sources or inquire into operational

details, but only a desire to examine matters such as the types of
sources available. To emphasize this fact, the Chairman suggested
certain amendments to the draft terms of reference, in which the
members concurred. Following their exchange of views, the members
also concurred in the Chairman's suggestion that I cir-

culate to the members, along with the amended draft terms of reference,
a series of sample questions which might be used in such a survey, and
that final action on this proposal be postponed pending a review by the
members of these questions. In this connection, General Schow noted
the desirability of clearing inquiries affecting NSA through USCIB..
The members then discussed the question of the disposition of the
draft of NIE 11-3-57, in the light of their action on the proposed sur-
vey and other relevant procedural problems and substantive considera-
tions. Various members noted the possibility of inserting afire erence
to the survey in the published text of NIE 11-3-57 and making later
amendments to the paper as appeared to be appropriate on the basis
of the results of the survey. Following their exchange of views, the
members concurred in the Chairman's suggestion that the Board of
National Estimates proceed toward completion of the estimate without
attempting to relate/it at this stage to the proposed surveys
6. Review of Crisis Situations
a. Middle East
After the Chairman noted the existence of a critical
situation in Jordan, the members concurred generally in this view,
with their discussion focused particularly on current developments
affecting Jordan's internal stability and their relation to possible
aggressive moves by other countries such as Iraq, Syria, Saudi

Arabia and Israel. The members also discussed the probable
significance of recent military movements within Egypt, as well
as certain internal political developments. The Chairman then
referred to the situation in Syria, particularly with respect to an
apparent growth in the volume, and possibly the cohesiveness, of
anti-Sarraj elements.
b. Indonesia
The members discussed the Indonesian situation, with
special reference to the probable political and military effects of
Sukarno's recent designation of an extra-parliamentary cabinet.

Consultants

Noting that this item had been removed from the agenda in
view of the absence of Mr. Dulles, the Chairman suggested, and the
members concurred, that a special IAC meeting be held to-consider
this matter following the USCIB meeting now scheduled for Friday,
12 April.
