Approval of Minutes 28 May Meeting (IAC-M-291) Approved as written with the exception of item 7. Following a suggestion by General Collins, the members agreed that an additional sentence should be added at the end of item 7 stating, in substance, that: "It was also agreed after discussion that the matter of the dissemination of SNIE 100-2-571 1 25X1 E should be reviewed by the Board of National Estimates and that the recommendation of the Board on these matters should then be submitted to the members of the IAC for their consider- ation. " 2. Review of Crisis Situations a. Watch Committee Report No. 356 25X1 Noted this report. In this connection, the members discussed briefly with Captain Wiggin certain questions regarding the movements of Ithe Soviet freighter Argun. b. After the Chairman raised a question with respect to the situation in Algeria, Mr. Cumming invited the members' attention to certain aspects of the Tunisian situation, particularly Tunisia's need for, and possible sources of, foreign financial assistance, and factors currently affecting French-Tunisian relations. Mr. Cumming also referred to, and exchanged views with the members on, recent developments which had increased tension in the offshore islands area, and on matters affecting the current political situation in Laos. In addition, he noted that a preliminary report had been received from Ambassador Wadsworth on his recent trip to Yemen, that further report by the Ambassador on this subject was expected, and that such information would be made available to CIA. Review of National Security Council Intelligence Directives (IAC'-D-105/1, 23 May) In opening the discussion, the Chairman emphasized that any IAC approval of NSCID No. 1 at this time would be tentative and that final IAC approval of all revised NSCID's would be deferred until they could be considered together as a group. Following an exchange of views on this directive, the members preliminarily approved the draft NSCID No. 1, as amended.* In the course of the discussion, the Chairman also noted that draft revisions of NSCID No. 2 and No. 3 were bein circulated to the members for early consideration, and 25X1 invited the members to designate their representatives on the ad hoc working group which would review these directives. 4. Proposal for NIE on Resistance Intelligence (IAC-D-75/8, 19 April; Memorandum to IAC, 31 May) The members discussed with Mr. Klosson and Mr. Kent the proposal by the Ad Hoc Resistance Intelligence Committee (RIC) for an NIE on Resistance Intelligence and the recommendations by the Board of National Estimates with respect to this matter. After ex- changing views on various factors affecting the production of such an estimate, particularly the possible nature and extent of participation by the RIC and Board of National Estimates in the drafting and coor- dination of the proposed estimate, the members agreed to refer the matter to Mr. Cumming and Mr. Kent to devise a solution and report same to the IAC at a subsequent meeting. 5.? NIE 36.2-57 The Outlook for Iraq a. Approved, as amended. Copies of the amended portions of NSCID No. 1 will be circulated separately for insertion in the copies of the draft directive now held by members. Noted the finding and approved the recommendation of the post-mortem on this estimate. c. Noted the validity study of NIE 36. 2-56, "The Outlook for Iraq's Stability and Foreign Policies," 12 July 1956. 7. Discussion of Department of Defense Proposal re National Policy on Counterintelligence (IAC-M-288, item 8) 25X1 The Chairman circulated to the members copies of a proposed reply to a memorandum from the Executive Secretary, NSC, with respect to "National Policy on Counterintelligence and the Establish- ment of a Committee to Implement such Policy. " Mr. Dulles emphasized that he was replying in his capacity as Director of Central Intelligence and not as Chairman of the Intelligence Advisory Committee. He noted also that he appreciated that it would not be appropriate to bring such a memorandum up for specific IAC action at this stage, particularly where the principals of some IAC members had already indicated their positions. Mr. Dulles then explained reasons why he held the views expressed in the memorandum and inquired whether the members took exception to any statements of fact in the memorandum as apart from the conclusions contained therein. In the course of the discussion, General Schow and General Collins in particular commented on the possible origin and reasons for this proposal. Several members indi- cated that in their view the aims of the proposal could be better achieved through the use of existing machinery and questioned the need of establishing still another interdepartmental committee for this pur- pose. The members, in this connection, also discussed the nature of the work of an interdepartmental committee on technical surveillance countermeasures, and the possibility of reviewing a forthcoming semi- annual report by this group. Noting that he agreed with a.suggestion that the words "by the Central Intelligence Agency" be deleted from the fourteenth line of paragraph 5 of the memorandum, Mr. Dulles stated that he would forward the memorandum in this amended form in his capacity as Director of Central Intelligence to the Executive Secretary, NSC. Approval of Minutes 21 May Meeting (IAC-M-290) Approved as written. In this connection, the Chairman read to the members the draft of a letter to the Secretary of State relative to the procurement of foreign language publications, prepared pur- suant to item 3 of these minutes. All of the members having concurred in this letter, it was passed to Mr. Cumming for transmission to the Secretary of State, and the Secretary was instructed to attach a copy of the letter to the minutes of this meeting. (See Annex A) 2. Review of Crisis Situations a. Watch Committee Report No. 355 b. Other Crisis Situations After noting that he had briefed the NSC on recent develop- ments in Taipei, the Chairman discussed various aspects of this situation with the members, including questions possibly bearing on the origin of the riots and certain resulting security problems. The Chairman, General Schow and Mr. Cumming exchanged views on various communications difficulties which had arisen in conjunction with current unrest in Haiti. In this connection, Mr. Dulles referred also to discussions within the US Government on pro- posals regarding reciprocal arrangements with.-foreign governments relative to certain types of communications facilities. Mr. Cumming then commented on the political situation in Haiti, with special refer- ence to the maneuvers and possible political orientation of Provisional President Fignole. The members reviewed the situation in Yemen, using as a basis for their discussion a CIA memorandum circulated prior to the meeting. The members then con- curred in the Chairman's suggestion that no further action be taken with respect to this memorandum, pending the receipt of additional information as a result of Ambassador Wadsworth's current visit to Yemen. Admiral Frost noted that the alert status of the Sixth Fleet had now been canceled, and Mr. Dulles and Mr. Cumming commented on reports of Jordanian and Syrian statements regarding the activity of Syrian troops in Jordan. 3. SEC 3-57: Deficiencies in Biological Warfare Intelligence (IAC-D-80/6, I May) In reviewing this paper, the members and I discussed25X1 generally various problems involved in overcoming deficiencies in biological warfare intelligence, particularly difficulties with respect to collection of such data. Following their exchange of views, the members noted this report and approved the recommendations con- tained therein, subject to the following amendments: (a) Add a new subparagraph 5, a, (8) to read: "Encouraging appropriate exchanges in scientific. fields of interest to BW intelligence"; and (b) Change the first line of paragraph 5, c, (1) to read: "Increasing the effort by qualified intelligence." 6. Communications Regarding Mr. Armstrong After reading a letter which he had written to the Secretary of State regarding Mr. Park Armstrong's contribution to the work of the IAC and intelligence community, and a reply which he had received from the Secretary, the Chairman requested that copies of these letters be attached to the minutes of this meeting. (See Annex B and Annex C) 7. SNIE 100-2-57 Soviet Capabilities for Deception In opening the discussion on this estimate, the Chairman noted that, in his opinion, this was an especially interesting and well-written paper, and commended those who had participated in its drafting. Fol- lowing an exchange of views on the draft SNIE 100-2-57, the members approved this estimate, as amended, subject to a further review by the IAC representatives of Annex E and subsequent IAC consideration of any proposed revision of that Annex. C. Dear Mr. Secretary: I should like to commend to your attention the fourth annual report of the Advisory Committee on Foreign Language Publications (copies attached). The work of this committee has been recognized by the Intelligence Advisory Committee as having made a major contribution to the production of intelligence. The committee coor- dinates the procurement, exploitation and referencing of foreign language publications from all over the world. This coordination is accomplished through the media of three subcommittees each to deal with one of the problems mentioned above. It is self-evident that use cannot be made of publications for intelligence purposes unless and until they are expeditiously procured. The Department of State in its publication procurement program has been the major collector of the sorts of materials to which I refer. The program has been operative for sufficient time now to have ac- cumulated experience upon which expansion can be intelligently based. In this connection, General Wienecke noted that he assumed that paragraph 5 of the terms of reference of the Warning Systems Survey Committee (NIC S-7-1346) would be revised, as appropriate, in the light of item 3 of these minutes, and the Chairman indicated that this would be done. With respect to item 2 c, Mr. Furnas referred to a projected visit of Ambassador Wadsworth to Yemen and discussed briefly with the members this and other matters related to increased intelligence coverage in that country. 2. Review of Crisis Situations a. Watch Committee Report No. 354 b. Other Crisis Situations The members discussed the situation in France, with special reference to the scheduled parliamentary vote of confidence and related political questions. Reference was also made to factors bearing on the development of a crisis situation in Thailand, par- ticularly the maneuvers and activities of various Thai leaders. Fourth Annual Report on Foreign Language Publications (IAC-D-60/6, 15 April) with respect to this work, discussed with the members 25X1 The Chairman stated that this report indicated that the Com- mittee was doing very useful and effective work in this field. After noting the excellent cooperation within the intelligence community various matters relevant to this report, including the possibility of providing additional publications procurement officers (PPO's) in certain areas and the "single-fund" concept. Following their exchange of views, the members noted this report, subject to the drafting and coordination with the military agencies of an appropriate amendment to section III, A, 2, b, clarifying the relationship of the Defense De- partment to the "single fund" concept. The members also concurred in the Chairman's suggestion that, after further consultation with Mr. Furnas regarding projected plans for assignment of PPO's, a copy of this report, as amended, be forwarded to the Secretary of State, together with a letter ex- pressing the importance attached by the IAC to the work of PPO's and the hope that additional PPO support may be available to the in- telligence community. Production Schedule of NIE 100-6-57 Nuclear Weapons Production in "Fourth Countries" - Likelihood and Consequences General Collins referred to certain immediate requirements for intelligence judgments on the "fourth country" nuclear capabili- ties question, particularly in relation to forthcoming policy decisions with respect to disarmament proposals, and inquired about the pro- duction schedule for NIE 100-6-57 ("Nuclear Weapons Production in 'Fourth Countries'--Likelihood and Consequences"). The members then reviewed this problem generally, including the nature of the immediate requirements, certain relevant substantive questions and factors affecting the production schedule for NIE 100-6-57. Following their discussion, the members agreed that JAEIC should be instructed to complete and circulate to the IAC agencies on a crash basis its contribution to Part I of NIE 100-6-57, and concurred in the view that the target date for IAC consideration of that estimate should be ad- vanced to mid-June.
