1. Executive Session
At 1530 the Chairman requested an executive session, which
continued until 1635.

Approved as written. After Admiral Frost raised a
question with respect to release of SNIE 11-9-56 and F- -j to 25X6
USIA (IAC-M-265, Secretary's Note 2), the members exchanged views
on this matter and agreed that these estimates should be released to
USIA. The members also agreed that hereafter the question of the
release of special national intelligence estimates to USIA should be
considered by the IAC at the same meeting at which such estimates
are approved by the IAC.
3. Watch Committee Reports
The members noted Watch Committee Report No. 327 and the
report of the special Watch Committee meeting held on 9 November.
4. Review of Middle East Situation
The Middle East situation was discussed by the members
while they were in executive session.

5. Review of Developments
in Eastern Europe
The members exchanged views on developments in Eastern
Europe. Mr. Armstrong referred to the desirability of a review by
the Board of National Estimates of extant estimates touching on these
areas, with a view to suggesting to the IAC possible revisions in the
light of recent developments. In this connection, Mr. Kent stated that
the Board was preparing an NSC briefing note for Mr. Dulles which dealt
with such developments, and noted that this paper might be circulated
later to the IAC members for information and possible coordination.

not propose to place the question of the release of this estimate to
foreign governments on the agenda of an IAC meeting.
2. No objection having been raised by a member, the Secretary
has authorized release to USIA of SNIE 11-8-56, "Likelihood of Soviet
Violation of Austrian Neutrality," 6 November 1956 (IAC-M-265,
6 November 1956, Secretary's Note 2). The Secretary has also
authorized release to USIA of SNIE 11-9-56, "Sinn-Soviet Intentions in
the Suez Crisis," and

3. Unless objection is raised by a member at the next regular
meeting of the IAC, the Secretary proposes to release to USIA
