a. Approved this report.
b. Mr. Dulles and the members discussed briefly certain
matters relevant to the three-year fiscal projection, which constitutes
an annex to this report. Mr. Dulles then stated that he would circulate
to the members copies of his briefing notes for a forthcoming NSC
meeting at which the foreign intelligence program would be discussed,
in order that members who desired to do so might have an opportunity
to provide him with additional explanatory data pertinent to that
portion of the fiscal projection which covered their respective intelli-
gence activities.

in Tropical Africa
a. Approved as amended.
b. Noted. the findings, and approved the recommendations
of the post-mortem on this estimate. In this connection, Mr. Dulles
stressed the necessity of stepping up intelligence activities in this
area. During the course of a discussion. of this matter, Mr. Armstrong
noted that the opening of four new foreign service posts should im-
prove political reporting from this part of Africa, and General Schow
referred to certain new activities which the Army was undertaking in
Africa.
