3. Post-Mortem of NIE
Production for the Period
1 July to 31 December 1954
a. Noted with suggestions for certain changes.
b. The Chairman proposed that a new procedure be
adopted to provide for two kinds of review subsequent to the com-
pletion of an estimate:
(1) An immediate post-mortem on each estimate
to record the intelligence deficiencies encountered by the
estimators in its preparation. To be prepared by the interagency
group that wrote the estimate.
(2) A review of each estimate after-the lapse of an
appropriate interval (usually within six months to a year) to study
the validity of the estimate, i. e. , how good the estimate was in
the light of subsequent developments.
c. The proposed procedure was approved and the
Secretary was instructed to incorporate it in the minutes.

6. Attache System
Several members commented on the intelligence value of
the attache system and the losses to intelligence collection which
result from any curtailment of attache personnel. The Chairman
indicated that the attache system is of interest to him as DCI and
to the Intelligence Community and that he would address a letter
to the Secretary of Defense to this effect.

meeting of the IAC, the Secretary proposes to release to USIA
NIE 63. 1-2-55 "Possible Developments in South Vietnam. "
