1. In late July 1950 the 1 and 2 Last River Action Detachments in hung r.ong,
under _AI T'ieh ( /y ) and YAiJG Tien-yuan (4f,2 14" respectively,
were planning to confine their activities to observation of the movements
of Nationalist guerrilla leaaers, and liaison with Communist elements.
they were to take no drastic action, at least for the time being. ,..ost of
the members of these units are alsguised as palmists, f(,rtune-tellers,
herb-vendors, and the like, and they loiter in the streets, and in teas-houses
and restaurants.
2. The 3 Last rover Action vetachmeat in uacao, under HUANG Shang-r.sien
(? ~, yY ), was to create disturbances, such as robberies, and attribute
them to Ja ioaalist guerrillas, in the hope that the latter would eventually
be driven out by the , acao Gove rr.meat.
