Resignation of Premier Malenkov The Chairman sought the opinions of the members regarding the significance of Bulganin's sudden succession to the premiership in the USSR and particularly the manner in which this development might be exploited. Numerous ideas were put forth but there was no attempt to reach any conclusions. It was generally agreed that the event should be treated as a failure in leadership both in internal matters such as the lack of progress in agriculture and in external matters such as the failure of Soviet diplomacy in the face of the Paris agreements. The Chairman indicated that he wished the members to keep in touch with him regarding the matter in preparation for his briefing of the NSC on 10 February. 2. Approval of Minutes (IAC-M-182, 25 January 1955) Approved as written. 3. Review of Current Communist Attitudes Toward General War (SNIE 11-4-55) In view of the important political developments in the USSR, it was decided to defer consideration of this paper by the IAC for one week. In the meantime, the State member will make the draft together with agency footnotes available to the Policy Planning Staff, noting that it is uncoordinated and incomplete. 4. Probable Soviet Response to the Ratification of the Paris Agreements (NIE 11-55) For the same reason as noted above, IAC consideration of this paper, scheduled for 15 February, was delayed one or two weeks. The Army member noted that this delay was warranted under the circumstances and that delivery to CINCEUR, the requestor, could be deferred accordingly. Vietminh Violations of the Geneva Agreements through 31 December 1955 (IAC-D-93, 17 January 1955) While recognizing that the working group would probably be required to meet only irregularly and infrequently, the IAC concluded that it would be useful to have particular individuals within each agency to continue to be identified as having responsibility for covering Vietminh violations.
