Approval of Minutes 23 February 1955 Meeting (IAC-M-185) Approved as written with the exception of item 3 "24-Hour Watch for the Indications Center of the IAC Watch Committee" for which the State member circulated a proposed revision. Consideration of this item was deferred pending study of the proposed text by the members and the return of General Cabell, Chairman of the Watch Committee of the IAC. 2. Semi-Annual Status Report for the NSC on the Foreign Intelligence Program (IAC-D-55/8, 24 February 1955) Approved as amended. 25X1 4. Proposal for a Survey of NIE Use (IAC-D-94, 15 February 1955) Approved. The Chairman welcomed the assistance and participation of the IAC agencies in undertaking the survey. It was agreed that the general line of inquiry and a representative list of persons to be interviewed would be prepared by the Board of National Estimates in consultation with the IAC members, and that the Board would also clear with the appropriate IAC member before making actual contacts in his area of interest. It was generally agreed that the survey would be helpful, and interest was expressed. in assisting with its planning and implementation. Secretary 25X1 IAC-M-185.2 17 March 1955 Approved For Release 2003/02/27 : CIA-RDP85S00362R000200060035-5 SECRET Approved FoW lease 29 ' CIA-RDP85SO030000200060035-5 IAC-M-185 (Revised) 23 February 1955 3. 24-Hour Watch for the Indications Center of the IAC Watch Committee (IAC-D-6/9, 11 February 1955) After extended discussion, which revealed considerable differences of opinion regarding the character of and necessity for a 24-hour operation of the Indications Center by permanent staff members, agreement was reached to proceed with the recruitment of up to five additional persons for the purpose of maintaining the temporary 24-hour watch already established. In the discussion it was brought out that the apparent function of the Indications Center is not to supplant or duplicate the existing departmental watch and alert mechanisms nor to relieve the Watch Committee of its responsibility for making evaluations. The Indications Center is not itself expected to notify other than the Watch Committee members. Rather the purpose of the 24-hour operation by the Indications Center is to receive from individual agencies information bearing on indications, and to expedite the collation of this information for use by Watch Committee members whenever required by day or night. Those participating agencies which find it feasible to make personnel available for this purpose will do so. A final decision on the proposed 24-hour watch was postponed.
